Duties
Develops new or revised automated financial and civilian payroll system requirements in response to changes in financial or civilian pay laws, rules and regulations or as a result of participation in analysis of the existing automated systems.
Develops and submits functional guidance to the physical system developer and programmer necessary for the incorporation of new or revised system requirements.
Plans and conducts financial system research studies, analyzes and evaluates study results, draws conclusions from study results, and makes recommendations for change.
Participates in the development and design of automated pay and finance systems.
Analyzes proposed laws, rules and regulations on finance or civilian pay matters and provides input or recommendations on the proposed laws, rules and regulations to policy personnel.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: participating in the development of system change requirements and documentation for complex automated financial systems; drafting software requirements documents, testing plans, and user help guides; developing and executing software test plans for system change requests (SCRs); identifying issues and recommending solutions or workarounds to support testing and configuration management support efforts.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
