Duties
You will identify, solicit, document and prioritize USNCC goals, objectives and requirements of the SIS.
You will manage requirements, design, implementation, testing, deployment, and maintenance activities in collaboration with technical and academic teams to implement the USNCC vision.
You will evaluate Contractor performance against work contractual requirements.
You will use front-end, back-end, and full-stack engineering to develop and support new technical strategies and innovative solutions
You will monitor Higher Education and Student trends and develop market analyses.
Requirements
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area System Administrator level Intermediate within 12 months of appointment.
- The incumbent participate in a continuous learning (CL) program as described
in SECNAVINS 5239.20A and SECNAV M-5239.2.
- An annual 20 hourmminimum of Cyber Workforce related continuous learning must be documented in
a current individual development plan signed by both the employee and supervisor.
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assist in the implementation of Learning Management System (LMS) technologies and development of LMS policies that align with strategic business requirements. Provide technical advice, guidence and recommendations to management on IT projects.
