About the Position: US Army Medical Materiel Development Activity (USAMMDA) is the DoD's advanced medical materiel development activity for products designed to protect and preserve the lives of Service members.
Duties
Provide acquisition and assistance agreement advice based upon acquisition regulations and polices.
Advise on Performance Work Statements (PWS) and/or Statements of Work (SOW) and/or task orders while creating justifications for Contractor performance.
Ensure project milestones are completed according to project plans.
Provide data and guidance to Budget Analysts and Program Analysts in estimating costs, determining cost accounting categories and executing funds.
Determine acquisition requirements and generate independent government cost estimates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- Incumbent may be required to complete a two-year probationary period.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business Financial Management certification within 60 months as of entrance on duty.

USAMMDA participates in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 pay band is equivalent to the GS-13, Step 01 through GS-14, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience which includes: 1) Reviewing proposed contractual actions for conformance with acquisition policies and/or procedures; 2) Providing acquisition and assistance agreement guidance to technical experts; and 3) Preparing contract solicitation packages to include Performance Work Statements, Statements of Work and/or Statements of Objective. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/ GS-12).
