Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing guidance to internal and external stakeholders on emergency preparedness and response issues; and evaluating and/or implementing policy guidance or procedural material pertaining to emergency preparedness and response.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of incident management and environmental response concepts, principles, and practices as they are applied to multi-media/multi-jurisdictional environmental emergencies.
Knowledge of environmental legislation, such as Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Oil Pollution Act (OPA), the National Oil and Hazardous Substance Pollution Contingency Plan (NCP), and Robert T Stafford Act.
Knowledge of program and policy analysis.
Skill in oral communication.
Ability to represent the Agency in national and international forums.
Ability to develop or interpret technical or policy guides.
Skill in written communication.
Skill in identifying and analyzing problems and coordinating solutions.
Ability to review and update control measures for on-site contractors, identifying any actual, potential, or apparent conflicts of interest.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
