The mission of NSD is to coordinate the DOJ's efforts in carrying out its core mission of protecting national security, countering foreign and domestic terrorism, and enhancing cybersecurity and fighting cybercrime in the context of state-sponsored threats. The Counterintelligence and Export Control Section (CES) supervises the investigation and prosecution of cases affecting national security, foreign relations, and the export of military and strategic commodities and technology.

This Legal Administrative Specialist position will serve as a Grand Jury and Litigation Coordinator, providing support to the Counterintelligence and Export Control Section (CES), and as necessary, other NSD litigating sections, to include, Counterterrorism Section (CTS), and National Security Cyber Section (NatSec Cyber). This Grand Jury and Litigation Coordinator will perform three major functions: (1) act as a grand jury coordinator for NSD, supporting CES attorneys, analysts, and outside partners (such as case agents) in investigating and prosecuting criminal matters, records custodians, and court personnel; (2) coordinate legal administrative tasks for charged cases, to include oversight of discovery production, both classified and unclassified, and performing legal support duties at trial; and (3) act as a legal assistant coordinator, supervising more junior legal assistants. Duties of this Grand Jury and Litigation Coordinator include but are not limited to: Instructs, advises, and provides technical guidance and assistance to the Division's attorneys and legal support staff, Division-wide, on a variety of tasks associated with the work of NSD on grand jury utilization. Communicates and interacts within DOJ to keep abreast of the latest techniques associated with criminal legal support staff processes, procedures, and requirements related to grand juries, including within the District of Columbia. Maintaining control of subpoenas, or coordinating with relevant investigative agencies, to assure service and determine status of outstanding subpoenas. Scheduling witnesses by case and subpoenas duces tecum by case and attorney, scheduling and carrying forward unsatisfied duces tecum subpoenas, advising each attorney involved for each grand jury of subpoenas which are outstanding, carrying same over until satisfied. Provides guidance to the NSD Chief of Security in the evaluation of any grand jury contractor business location, submits requests to process grand jury materials in their business location, ensures that the business location meets the extensive physical security guidelines as outlined in Department of Justice security orders. Acquires and combines attorney information regarding each indictment, documents for bond/bail, bench warrants, writs, detention orders and concurring forms for grand jury foreperson and the attorney responsible for returns. Ensures NSD supervisory attorneys in charge of individual grand juries are informed of status of grand jury. Advises attorneys of recurring or potential problems affecting timely preparation of indictments. Tracks and generally manages the flow of documents and other litigation-related materials in and out of CES-whether with respect to discovery, incoming productions, subpoena returns, filter reviews, prudential reviews, or documents to/from other agencies and third parties. Provides advice and guidance with respect to tasks being performed by assigned legal assistants. Assists CES prosecutors with preparations for trial and other court appearances, grand jury and other presentations, proffers, witness interviews, training sessions, and any other meetings.

Requirements

  • You must be a United States Citizen or National.

Qualifications

To qualify for the position of Legal Administrative Specialist at (GS-0901-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). To Qualify for this GS-0901-14 position: Your resume must demonstrate one year of specialized experience equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector interpreting legal statutes, codes, regulations, administrative guidelines, and policies affecting the operations of criminal investigations and prosecutions.
