This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Acq Demo Business and Technical
Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel work closely with its industry, academia, and military.
Duties
Advises on a variety of substantive, procedural, and policy matters pertaining to such personnel functions as recruitment, position management, and classification, employee awards, and acquisition workforce training.
Coordinates personnel actions with the G1 staff and resolve related issues and problems.
Advises managers/supervisors and oversees the compilation of information for the development of job descriptions, training plans, awards, etc., based on knowledge of the organizational human resource management requirements.
Assures adequate justification is provided on personnel and position action requests on unusual, proposed personnel actions, develops structural change packages, and coordinates the preparation of justification packages.
Establishes and manages military and civilian manpower reporting systems; reviews higher headquarters and local directives pertaining to manpower accounting and advises on new/changed requirements.
Conducts studies of control systems of manpower data and recommends changes for more effective control.
Develops automated spreadsheets, databases, methods and procedures for compilation, tabulation, presentation, and analysis of data for the preparation of reports.
Prepares and issue reporting instructions, establishes suspense controls.
Analyzes past performance, personnel forecasts, missions, workloads, manpower requirements, and trends.
Develops and maintains graphic displays for presentations showing manpower utilization trends given to PM and HQ staff.
Advises, manages, and reports on civilian end strength, work-years execution, supervisor-employee ratio, and good organization management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

**Experience Required**
General Experience:
Applicant's resume must have three years progressively responsible experience, 1 year of which was equivalent to at least the NH-01 or equivalent (GS-04) pay grade level, which includes: (1) Advising on procedural and policy matters pertaining to personnel functions regarding recruitment, position management, position classification, and employee awards; (2) Managing manpower reporting systems and local directives pertaining to manpower accounting; (3) Monitoring staffing policies and other personnel provisions regarding manpower programs; (4) Analyzing past program performance, personnel forecasts, mission requirements, workloads, manpower requirements, and trends to advise management.
This definition of general experience is typical of work performed at the next lower grade/level position in the federal service NH-01 (GS-04 equivalent).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-II of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
