The incumbent provides HR services to a variety of customers covering a mixture of HR functions involving staffing/placement, position management principles, practices and techniques. The position is also responsible for providing or/and obtaining a variety of administrative functions and services essential to the direction and operation of the division.
Duties
The incumbent is responsible for performing multiple and varying human resource assignments and administrative management functions and services for the Office of Human Resource Services, Southern Region, under the limited direction of the HR Director. The HR Specialist solicits data needed to prepare a number of reports in support of the human resource services mission. Ensures that required information items are met and submitted in a timely manner in accordance with regulatory guidance. Manages and coordinates management office schedule, travel and day-to-day operational plans to include interaction with building management. Oversees and assists with mail, correspondence and timekeeping assistance for the division. Ensures that regional deadlines are tracked and met. Applies experience and advanced knowledge of human resource policies and administrative processes to develop reports, assist managers with position description content and format, job analysis tools, and general correspondence. Established policies/procedures provide guidance for most assignments, but allows considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assists management in establishing and achieving goals and objectives for the organization, which are consistent with agency goals and objectives. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee. Uses information technology systems to prepare various letters, memorandums, reports, presentations, charts, graphs, tables, and spreadsheets as required by the organization. Applies knowledge of the types of information maintained and the procedures for accessing data throughout the office to locate and import information to be included in correspondence reports, presentations, and spreadsheets. The Incumbent is also responsible for performing a variety of HR Specialist duties in the Employment Services Branch as required. Uses knowledge of transactional processing, teamwork and applicable HR policies to accomplish assignments. Acts as an individual contributor and/or member of a team within a defined area of responsibility on projects and other work activities. Assignments include but are not limited to: collecting and analyzing data/information; conducting research; applying HR policies and procedures; identifying problems; working with higher level and lower level professionals in day-to-day operations concerning staffing workloads and participating in special projects assigned by the manager. Ensures compliance with all legal, regulatory, FAA policy and guidance and contractual bargaining agreements. Responsible for the overall transactional functions for assigned organizations and ensures that all actions are in compliance with legal, regulatory, FAA policy and guidance, and associated negotiated agreements. Assignments may require working across functional and/or organizational lines to explain personnel action policies, procedures, requirements and/or share new information. Work activities support and are vital to ensure the accuracy/quality of pay and non-pay personnel actions for the organization's serviced population. Researches regulations, case law, and all other relevant material to provide advice to management, team, and customers to ensure that all legal and regulatory requirements are met. Identifies needs and takes appropriate action to ensure that systemic problems are averted or resolved. The contacts are with the manager and other employees to share information, provide data and/or written analyses, and/or explain the status of assignments. Additional contacts include other regional HR offices, employees, managers, area directors, and budget staff on routine matters such as gathering information, explaining regulations, and discussing specific situations. Typically receives guidance on selecting approaches from a manager.

Qualifications
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience at the next lower level, GS-11/FV-G. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to: Experience with using software programs to gather information and prepare reports and/or correspondences. Experience with using an automated system to initiate and or process personnel actions. Experience working in a team environment. Experience responding to HR questions, interacting and assisting managers and/or external customer.
