The position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Fayetteville VA Coastal Health Care System (FVACHCS). This position functions as an Administrative Officer (AO) and directs and coordinates the administrative, operational and planning activities within the service.

Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The Incumbent is responsible for personnel management for Imaging Service, preparing requests for the Position Management Committee (PMC) for replacement personnel, changes in programs, etc. Acts as Personal Identity Verification (PIV) Sponsor and Talent Management System (TMS) Administrator for Imaging. Acts as reviewing authority with the Human Resources Office concerning personnel related matters, i.e., disciplinary actions and responds to appeals and grievances. Attends hearings as requested. This may involve working with District Counsel, Special Counsel, EEO Investigators, Office of Inspector General and others in resolving personnel problems and taking personnel actions. Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities comply with agency and accrediting and regulatory requirements. Assists program administrator, supervisors and staff in projecting staffing needs, writing position descriptions/functional statements, developing job analyses, preparing performance plans and appraisals, and drafting disciplinary and adverse actions, special leave requests, performance and incentive awards and other employee and labor relations issues within the service. Discusses, investigates, and responds to employee grievances and dissatisfactions to resolve conflicts. Serves as the contracting officer's representative (COR) for medical contracts to include radiopharmaceuticals, annual radiographic survey contract, teleradiology and film badges. CORs are required to maintain contract administration files in accordance with VA policies and procedures including but not limited to: VHA SOP 160-10-01, Procurement Process, Security Handbook 6500.6, VA Directive 1663. The Incumbent maintains the responsibility of operating within the authorized budget. These duties include analyzing, evaluating, advising and coordinating administrative and clinical activities associated with the successful outcome of efforts to improve patient access to VA healthcare. Gathers and analyzes budget needs of the medical center in relation to the service and supervises all phases of budgeting within administrative requirements. Plans a system of internal controls which assures the fiscal management of the medical center to be maintained on a sound basis in accordance with generally accepting accounting practices. Responsible for formulation and execution of annual budget, including salaries, travel, supplies, equipment and all other general operating expenses. Assembles and compiles budget information and maintains running account of funds allocation and expended in all subaccounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures and regulations; reviews orders to verify their need and ensures that each section receives the appropriate share of funds available. Serves as the backup ADPAC for Imaging, determining user access authorization, training users in own service to use all menu options required to perform their work, and/or training trainers who will then instruct others outside the service. Acts as liaison between service and OI&T, assists in package set-up and testing, implementation and maintenance, data base report retrieval, and offers problem resolution within and outside the service. Notifies other ADPACs of software changes which might affect other software packages (such as ward changes, hospital location changes) etc. Provides for full administration of reporting, evaluation, and fee requirements associated with the accreditation of the organization and establishes procedures to meet unusual or unique standards. The incumbent is fully aware of quality assurance aspects. Assembles and monitors current required materials to assist the program administrator in satisfying requirements. Performs audits necessary for continued accreditation, conducting the review and assembling data for approval. Prepares all necessary documentation for accreditation process. Participates in all site inspections where the service is involved. Performs other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: To qualify for the GS-301-09 based on specialized experience: You must have one (1) year of specialized experience at the GS-07 level or equivalent for this position. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies of the efficiency and effectiveness of program operations and substantive administrative support functions, sufficient to conduct internal activities or functions such as supply, budget procurement, or personnel which serve to facilitate operations; Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources of the agency and Fayetteville VACHCS, to effectively advise, improve, plan, and implement use of such resources; Knowledge and skill in the use of computer equipment with a wide variety of software to extract and organize data, produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products; Ability to and skill in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Ability to communicate verbally and in writing with a variety of people from diverse backgrounds and different levels of understanding. To qualify for the GS-301-07 based on specialized experience: You must have one (1) year of specialized experience at the GS-05 level or equivalent for this position. This position is being established as a career ladder position to Administrative Officer, GS-0341-09, PD # 083440. At this level, the work will be performed with more supervision and guidance. Appropriate on-the-job training will be provided as required and the incumbent must meet the entire requisite job training in order to be promoted to the next higher level. Situations to which the existing guidelines cannot be applied or that require significant deviations are referred to the supervisor. Work at this level consists of easily distinguishable tasks with a series of related steps or processes and the incumbent chooses from various alternatives by recognizing differences among a few easily distinguishable situations while exercising judgment regarding the most appropriate approach that meets with established procedures and practices. The work involves applying specific rules, regulations, or procedures to issues that affect the overall accuracy, quality, and timeliness of the final work products produced by the Service staff. Knowledge and skill in the use of computer equipment with a wide variety of software to extract and organize data, produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products; Ability to communicate verbally and in writing with a variety of people from diverse backgrounds and different levels of understanding. Promotion is based upon a number of factors, including, but not limited to, the existence of sufficient higher-level work to justify the need for the position, the incumbent's satisfactory performance of duty, and the supervisor's recommendation. OR, To qualify for the GS-301-09 based on education: You must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, To qualify for the GS-301-07/09 based on combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.
