The Incumbent serves as Operations Manager for the Jacksonville Outpatient Clinic (OPC) organizationally aligned under the Primary Care Section Chief, Jacksonville OPC. This position oversees the coordination of operations among the Jacksonville Jefferson Street location and Jacksonville South Point location.

Duties

Serve as the Operations Manager to the Primary Care Section Chief of the Jacksonville Outpatient Clinic (OPC). Develop, analyze, and manage the actual or potential effectiveness of the procedures, work methods, manpower, utilization, and distribution of work assignments within Jacksonville OPC. The Incumbent is delegated full authority and responsibility for all operational activities of the Jacksonville OPC. Collaborate with the Primary Care Section Chief, Assistant Chief Nurse and five Nurse Managers, and other Leadership across the Veterans Health Administration system to implement programs and processes that support the mission of organization. Serve on medical center committees, workgroups and teams as assigned by executive leadership. Responsible for developing and maintaining quality management programs which provide the services and technical counsel necessary to meet procedural, legal, and accreditation requirements relating to the care and treatment of patients. Incumbent has the authority to make decisions and commitments in functional and operational aspect of Primary Care services. Formulate and direct development of major policy changes for Primary Care Services, including the preparation of Service and Center Policy Memoranda when necessary. Assist the Primary Care Section Chief, in promoting utilization of recognized management principles and practices in all performance activities. Management analysis techniques utilize continuous quality improvement, administrative and clinical audits, work measurement, special surveys, and complex statistical analysis. Through application of these techniques, incumbent identifies areas where management attention is warranted. Incumbent devises methods and procedures for gathering, organizing, and interpreting data obtained from this analysis. Participate with the Primary Care Section Chief in the development of short and long-range plans for future growth and development of the service. These plans include better utilization of space, finances, and personnel. Participate in business planning within Jacksonville OPC by preparing/participating in Management Briefings, sharing annual performance/activities of the clinic and issues/needs for upcoming year. Ensure that Internal control systems are in place for accountability resources, equipment, and other assets. Plan for equipment replacement and new equipment needs. When designated, incumbent investigates, develops facts, conclusions and recommendations in matters requiring investigation. Investigations may include focused reviews, Root Cause Analysis and Healthcare Failure Mode and Effect Analysis. Share with the Primary Care Section Chief, full responsibility for development and enactment of a continuous readiness plan for compliance with applicable accrediting bodies such as Joint Commission and VHA rules and regulations. Primarily responsible for planning. developing and executing a system for providing required reports to facility management, VISN, VHA, OIG CAP, TJC, and other external organizations. This includes response to recurring reports, verifications and validation of the data reported, and timely response to special reporting requirements. Manage an effective safety program to provide and maintain a dean, safe and sanitary environment that is in compliance with VA, TJC, and OSHA standards. Conduct annual fire and disaster drills and maintain documentation. Complete reports as required following all disasters and adverse events. Take action to prevent adverse events and plan for disaster management. Serve as point of contact during any adverse events. Maintain communication with Associate Director of Primary Care & Outpatient Clinics. Responsible for the final composition of responses to inquiries of the Office of Medical Inspector, Office of Inspector General, TJC, Congressmen, and other external accrediting bodies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collaborate with the Primary Care Section Chief, Assistant Chief Nurse and five Nurse Managers, and other Leadership across the Veterans Health Administration system to implement programs and processes that support the mission of organization. Serve on medical center committees, workgroups and teams as assigned by executive leadership. Knowledge of the programs to develop, analyze, and manage the actual or potential effectiveness of the procedures, work methods, manpower, utilization, and distribution of work assignments. Serve as point of contact during any adverse events. Maintains communication with Associate Director of Primary Care & Outpatient Clinics. Developing and maintaining quality management programs which provide the services and technical counsel necessary to meet procedural, legal, and accreditation requirements relating to the care and treatment of patients. Preferred Experience - Data management, budget and supervisory experience in a multi-specialty clinic.
