The New Mexico VA Healthcare Network is recruiting for an Administrative Assistant assigned to Nursing Service serving as technical specialist analyst and subject matter expert (SME) for the implementation, maintenance and long-term enhancement of automated staff scheduling systems. The Assistant assists the staffing manager with administrative processes to identify, develop and implement appropriate staffing methodologies.

Duties

Duties include but are not limited to: Assists with identification of staffing shortages and deficiencies assuring efficient allocation of musing personnel needed to maintain safe unit staffing levels as needed. Ensures data validation from (Gains and Loss [G&L], inpatient rosters and Cost Data Reports [CDR]). Compiles data, produces trends and makes recommendations based on the data and requirement, to assist the Nurse Manager with VA, national and local regulatory compliance. Participates in the development and review of nurse staffing and scheduling policies /procedures. Provides staffing and clinical outcomes data to interdisciplinary team members to establish and effectively trend staffing and nursing care outcomes metrics. Collaborates with the Nursing Automated Data Processing (ADP) Coordinator in the development of accurate and timely data pertaining to the utilization of overtime and floating as a mechanism to maintain appropriate unit staffing levels. Serves as a resource person to the Nursing Service management team and/or others relative to data management issues related to staffing. Assures that all daily staffing reports and worksheets are completed and maintained in accordance with established policies and procedures. Develops flow charts. Provides input for information briefings. Maintains databases pertinent for effective and efficient tracking and tending of data. Tracks placement of float personnel to include bi-weekly reporting usage. Identifies trends in data. Coordinates master staffing schedules for all inpatient units. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6. You may qualify based on your experience and/or education as described below: GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintaining other databases pertinent for effective and efficient tracking and tending of data; Tracking placement of float personnel to include bi-weekly reporting usage; Identifying trends in data; Assisting management with VA, national, and local regulatory compliance; Assisting in coordinating administrative aspects of the centralized staffing and scheduling functions; maintaining automated decision support systems. GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating and maintaining other databases pertinent for effective and efficient tracking and tending of data; Tracking placement of float personnel to include bi-weekly reporting usage; Identifying trends in data and makes recommendations; Assisting management with VA, national, and local regulatory compliance; Coordinating master staffing schedules for all inpatient units; Assisting in directing and coordinating all administrative aspects of the centralized staffing and scheduling functions; Establishing and maintaining automated decision support systems. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some walking and standing may occur in the course of a non-workday in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such as, briefcases, notebooks, and data processing reports. Lifting of moderately heavy objects is not normally required. No special physical effort is required to perform the work.
