You will serve as a MANAGEMENT ANALYST in the Naval Criminal Investigative Service Headquarters. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status. This job opportunity announcement has a first cut-off 50 applicants. Duties

You will utilize knowledge of advanced management and organizational principles and practices to include a knowledge of purchasing and supply regulation in order to ensure purchases are in compliance. You will advise management on status of funds including Travel, Government Purchase Card (GPC) (Monthly Services and Supplies/Equipment Accounts), and Emergency and Extraordinary Expense (EEE). You will ensure all travel authorizations and vouchers are approved in a timely manner and all submitted expenses are reimbursable per the Joint Travel Regulations (JTR) and have accompanying receipts when required. You will perform management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training, correspondence control, liaison, special projects, budget planning, etc. You will coordinate input from diverse divisions and prepare responses to correspondence and taskings, and draft correspondence for management relating to administrative matters. You will assist with mailroom management and mail distribution as required and monitor ordering, tracking, and stocking of office supplies, furniture, equipment, software and maintenance contracts. You will advise program managers/activities as to deficiencies and works with them to develop corrective actions. You will develop detailed, specialized charts, graphs, and spreadsheets to be used in briefings, presentations, publications, or for answering inquiries from higher authorities. You will be required to perform other duties as assigned.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing management and/or program support work, such as organizational analysis, program or office planning, financial management, evaluation of administrative and personnel programs or issues, training, correspondence control, special projects, budget planning, supply procurement, management and distribution, facilities management, and customer support; Assisting with mailroom management and mail distribution; Gathering, assembling, interpreting, integrating and evaluating information from various sources, in order to report findings, draw conclusions, and devise solutions to problems; Performing research and organizational analysis; Advising management on status of expenses and funds; and Preparing travel authorizations and vouchers. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with planning, obtaining, and performing a variety of organizational services and program management functions, including responsibilities relating to administrative business practices, personnel processing and accountability, records management, travel, accounting, budget, and other related financial management work; Assisting with research and organizational analysis; Assisting with mailroom management and mail distribution; and Preparing travel authorizations and vouchers. Education

GS-09: Applicants may substitute specialized experience with meeting one or more of the education requirements below:
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
Combination of experience and education that equates to one year of experience.

GS-07: Applicants may substitute specialized experience with meeting one or more of the education requirements below:
1 full year of graduate level education
OR
Superior academic achievement
OR
Combination of experience and education that equates to one year of experience.
