This position is part of the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). The NH-02 pay band encompasses positions equivalent to the GS 5-11 grade levels.
You will serve as a EQUAL EMPLOYMENT SPECIALIST in the Command EEO, Diversity and Inclusion Office of NAVAL SEA SYSTEMS COMMAND.
Duties
You will serve as a technical expert on Equal Employment Opportunity (EEO) and diversity services in accordance with EEO Commission and departmental regulations and guidelines.
You will carry out the EEO functions of the Head Quarters (HQ) servicing activities ensuring legal compliance with laws, regulations, policies, and procedures that govern a model EEO program.
You will provide advisory services to managers in understanding the interpretation, intent and impact of laws, regulations, policies and programs pertaining to EEO programs and reasonable accommodation for people with disabilities.
You will serve as a lead (complaints/case manager) on the processing of informal and formal complaints pursuant to applicable regulations under 29 C.F.R. 1614 and the guidance provided by the Department’s EEO Office.
You will manage caseload and identify time-frames for completion and provide advice on work methods, practices and procedures.
You will process informal cases by serving as a counselor to the aggrieved employees; coordinate the offer of alternative dispute resolution (ADR) and conduct final interview for the issuance of the Notice of Rights to the aggrieved person.
You will process formal complaints within the regulatory time frames pursuant to 29 CFR 1614 and MD 110.
You will serve as the program manager in support of the execution of the DOD approved affirmative employment and special emphasis programs for the servicing activities.
You will conduct EEO compliance review, staff assistance visit, workforce training, DEOCS and IG studies or surveys as needed by the Commanders of the field activities.
You will establish and manage work groups to address employee concerns and issues.
You will draft a variety of EEO complaints correspondence including letters of acceptance and dismissal, request for investigation, and request for hearing or final agency decision (FAD) based on the regulatory guidance and time frames.

Qualifications
Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band, NH-01 (GS-4 Equivalent), in the Federal service or equivalent experience in the private or public sector using a foundation of basic equal employment opportunity knowledge (e.g. fact-finding, analysis, problem solving, interpreting regulations and policies, dealing effectively with people, complaint counseling etc.) to assist with the resolution of issues within an organization.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a full four-year course of study leading to a bachelor's degree; OR
- A combination of experience and education as described above that equates to one year of experience.
