About the Position: Serves as a Procurement Analyst responsible for the analysis and evaluation of contracting matters and the initiation, development, and recommendation of contracting policies, procedures, guidance, and controls for the Director, staff, and subordinate activities.

Duties

Responsible for the analysis and evaluation of contracting matters and the initiation, development, and recommendation of contracting policies, procedures, guidance, and controls for the Director, staff, and subordinate activities. Works closely with the Contracting Officer, the Contracting Officer Representatives (COR), and their alternates to ensure compliance with Army Contracting Command guidance. Evaluates and recommend disposition of requested waivers to statutory requirements. Provides policy and acquisition guidance in planning and scheduling acquisition actions to ascertain whether they adhere to policies, suitability of recommendations, protection of the Government's interests, and practicability of delivery schedules. Assists CORs and staff with acquisition packages by reviewing, preparing, and participating in the preparation of acquisition procurement documents. Participates in various conferences and meetings with the procurement agencies and officials of lateral and higher command levels to exchange and coordinate information on critical issues. Plays an important role in the control and surveillance of contracts of great complexity and importance, resolves major areas of controversy, and participates in developing long-range efforts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Occasional Temporary Duty Travel (TDY) away from home station.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING Certification level FOUNDATIONAL within 36 months of entrance on duty.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. Specialized Experience for Contract Specialist: In addition to meeting the basic requirement above, to qualify for this position you must also meet the experience requirements of having one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes performing the following duties: 1. Developing the procurement objectives and contractual strategy for assigned acquisition service requirements; 2. Providing policy/acquisition guidance to others engaged in planning acquisition actions to ascertain whether they adhere to policies, suitability of recommendations, protection of the Government's interests, and practicability of delivery schedules; AND 3. Coordinating with executing contracting organizations to gain approvals for the acquisition strategies/ supporting documents for specific requirements. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
