Duties
The primary purpose of this position is: to serve as an operational air planner for planning, scenario development, and execution of AF-wide operational level-of-warfare command and control exercises and experiments supporting Component Major Command (C-MAJCOM) and Component Numbered Air Force (C-NAF) level programs to provide a realistic environment to train Joint Force Air Component Commanders (JFACC), and Commander Air Force Forces (COMAFFOR) and Air Component staffs, other service commanders and staffs, joint, and coalition organizations.
Applies military operations experience to analyze, evaluate, and develop recommendations to resolve substantive problems and issues relating to the effectiveness and efficiency of the full range of agency military operations.
Applying military rated aviation experience, analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.
Monitors, evaluates, and actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
Represents 505 CTS with a variety of command and functional area organizations.

- Military aviation experience is critical to the successful performance of the work.
- Position is designated special-sensitive, incumbent required to maintain a top secret security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- Recent experience in the planning and execution of Air Force tactical and operational level training and exercise/experiments is highly desirable.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- The employee must be able to obtain and retain a US Government official passport.
Qualifications
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector) . Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; Planning, Programming, Budgeting and Execution (PPBE); Joint Capabilities Integration and Development System (JCIDS); acquisition; conduct of war; mission and flying operations; special operations; or similar operations; and knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in applying analytical methods and techniques to issues concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical plans and programs for conducting major operations such as war, mission and flying operations and flying training systems both manned and unmanned.
Knowledge of the application of military aviator expertise as it applies to assigned programs, and weapons systems. Knowledge of the mission, roles, functions, organizational structures, and operation of joint, and Air Force organizations to provide staff guidance and/or conduct studies to determine and enhance M&S during exercises/tests/experimentation.
Knowledge of qualitative and quantitative techniques to apply DoD, Joint, and Department of the Air Force M&S principles, concepts, and methodologies.
Knowledge of and ability to run specific designated Air Force Modeling and Simulation Training Toolkit (AFMSTT) models as well as well as Command and Control systems - Theater Battle Management Core System (TBMCS) to in include ESTAT, WEBAT tools. Desired experience in the use of JADOCs, MIRC or other collaborative tools used by an AOC).
Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures; Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
