You will serve as a MANAGEMENT ANALYST in the DON Global Operations of NCIS.
Duties
You will carry out the work of Naval Criminal Investigative Services (NCIS) on behalf of the DON from Headquarters and field offices around the globe to prevent terrorism, protect secrets and reduce crime.
You will be responsible for matters relating to financial oversight, program management, program performance, program evaluation, data research, data analysis, special projects, and initiatives.
You will research, collect, review, interpret, evaluate and integrate data from multiple sources.
You will prepare program performance and evaluative work products that include narrative, analysis, assessments, conclusions and recommendations.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in planning, coordinating, and evaluating program functions, processes, practices, and techniques.
Experience studying program specifics, processes, and procedures to analyze productivity, effectiveness, and efficiency of program operations.
Experience gathering, assembling, interpreting, and evaluating information to report findings, draw conclusions, and devise solutions to problems.
Experience analyzing results and making tentative recommendations.
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with computer system applications (spreadsheets, flowcharts, project management) and a variety of statistical techniques in program performance measurement and evaluation.
Experience in budget maintenance, organization structure and charts, purchasing and acquisitions, and conducting research.
Experience using judgement in locating and selecting the most appropriate guidelines, references, and procedures when making minor deviations to specific cases.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR
GS-09:
SUCCESSFUL completion of a Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.
FOR
GS-07:
SUCCESSFUL completion of one full year of graduate level education OR you have successfully completed a bachelor's degree with superior academic achievement OR you have a combination of education and experience that equates to one year of experience
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
