The Administrative Officer serves as the coordinator for all administrative aspects to the Mental Health & Behavioral Sciences Service. The Administrative Officer assumes the responsibility for the management and coordination of the services' programs, initiates personnel actions, supply requirements, environmental management and fiscal activities of the service. This position is located at the James A Haley Veterans' Hospital in Tampa, FL.

Duties

The duties required to fulfill this position include, but are not limited to: Involvement in planning ADP functions and telephone needs within the service. Assume the responsibility for formulating and administrating policies. Develop or coordinate directive material. Assume the responsibility for the day-to day service operation, supervision and administration. Identify areas requiring attention and recommending course of action to the Service Chief. Train new professional staff members to the service and to VA procedures and policies. Knowledge of policy and procedural interpretations of guidelines. Responsible for developing short and long-range plans, conducting systematic reviews and assuring documentation and reporting of service transactions, activities, workload, etc. Serve as the principal administrative advisor and coordinator for the programs within Mental Health & Behavioral Sciences Service. Responsible for reviewing new or proposed regulations for impact on theprograms before implementation. Serve as a Control Point Official for 33 control points and is responsible for implementing and maintaining several contractual agreements that provide service to our veterans and service. Perform the full range of personnel management and administration and act as a liaison with the Human Resource Management Service concerning personnel related matters. Direct supervision of ten administrative employees, ranging from GS-5 to GS-9 with a variety of program responsibilities. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 08:00 a.m.-04:30 p.m. Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024. Time-In-Grade Requirement GS-09: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: Coordinate administrative aspects for inpatient, outpatient and community based clinics Evaluation and modification of programs to assure Joint Commission on Accreditation requirements are fulfilled by staff Provide oversight and supervision of staff by assigning, directing, and reviewing the work of employees, evaluating their work performance, awards, quality increases, disciplinary actions and separations, solving problems related to work supervised, determining material, equipment and facilities needed, and explaining management policies and goals to enlist employee support Provide the fact-finding analytical work necessary to make recommendations, commitments, and decisions that will ultimately resolve problems or improve existing processes Direct personnel management programs for the organization while performing or overseeing full range of human resources requirements OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, if related. (TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience beyond one full year of graduate level education. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
