Serve as the Mail Management Officer at the Orlando VAMC.

Duties

Major duties include but are not limited to: Supervise Reproduction Clerks and Mail Clerks. Ensure that the mail is processed efficiently and cost effectively. Supervise and direct the sorting and screening of official mail and assure it is directed to the appropriate offices. Insure that there are no delays in dispatching mail. Resolve technical difficulties involving the mail machine. Insuring the security of mail which includes mail at high risk for theft such as controlled pharmaceuticals, prosthetics devices, cash and checks. Prepare and dispatch the monthly metered mail reports. Determine weekly work schedules. Develop, write and updates manuals as required. Approve annual and sick leave, family care leave, leave without pay and administrative leave requests. Ensure that all employees are notified and/or trained when program changes are implemented. Keep records of job requests and the amount of printing performed. Work Schedule: M-F 7:30 am-4:00 pm Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2024. Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ensuring mail processed efficiently and cost effectively; experience with mail management principles; directing and supervising the sorting and screening of official mail; insuring that there are no delays in dispatching mail; resolving technical difficulties with a mailing machine; managing and budgeting the Control Point funds for all of the metered mail machines; print, collate, and bind documents; maintaining an inventory of paper stock and machine supplies; supervising the processing of incoming or outgoing mail. You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical)Lead or SuperviseManaging Human ResourcesReasoningTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The position places several physical demands upon the incumbent. Delivery routes require extensive walking and travel outside between eight building regardless of the weather. Work requires standing and walking for extended periods and may require using stairs. In addition, bending, lifting and carrying of moderately heavy mail bags and packages (up to 70 pounds); pushing mail carts and mail tubs to deliver mail and packages throughout the hospital, and pushing mail tubs outside the building for the USPS carrier to load. The position requires the operation of a Cushman motorized vehicle, Cushman electric tug with a trailer, on the facility grounds. For mail offsite to multiple points in downtown Columbia, a government owned vehicle is used Mail Clerks must possess the physical stamina to load and unload these vehicles by themselves for each established run.
