You will serve as a FINANCIAL MANAGEMENT ANALYST in the FLEET COMPTROLLER & FINANCIAL MANAGEMENT DIVISION of COMMANDER US FLEET FORCES COMMAND.

Duties

You will reconcile assigned accounts/checkbooks to resolved unmatched/undistributed disbursements (UMDs/UDDs), TEXV records, and abnormal balances. You will conduct unliquidated order validations to ensure the accuracy, validity, and integrity of financial transactions through the application of systems knowledge and financial analysis. You will perform specialized work involving managerial or administrative work in connection with accounting systems; analytical, forecasting, and interpretive functions associated with the management and control of resources or funds. You will create Job Order Numbers (JON) and map to Financial Information Pointer (FIP) as required. You will reconcile unobligated commitments with Program Managers You will ensure commitments, obligations, expenditures, liquidations, and/or recoupment transactions flow to the official book of record (SABRS) properly. You will assist with analytical, technical, and administrative duties in the budgetary process prior to management review.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying regulations, policies, and operating instructions applicable to financial management operations. Experience creating and monitoring funding documents related to Fleet HRO and FFC administration. Experience reviewing, validating and reconciling Unliquidated Orders (ULO), Key Performance Indicators (KPI), Unmatched Documents (UMD), Negative Unliquidated Orders (NULO), and Core Interface (CIF) reports to include working with DFAS on Pre-Validation requests as required. Experience collecting, processing, maintaining, transmitting, portraying and reporting financial data utilizing financial management systems such as CFMS, SABRS, and Dormant Account Review Quarterly. Experience researching accounting problems involving the collection, recording or management of fiscal data. Experience providing exception customer service, anticipating and proactively addressing customer concerns where applicable to enhance customer satisfaction. Experience establishing and maintaining effective working relationships with both internal and external customers and relevant staff at all levels through clear, courteous, and effective communications. Education
