You will serve as a Supervisory Postal Operations Specialist in the Supply Management Department of NAVSUP FLEET LOGISTICS CENTER JACKSONVILLE.

Duties

You will be responsible for managing the postal program for assigned installation. You will ensure all United States Postal Service (USPS), Department of Defense (DoD), and Department of the Navy (DoN) postal regulations are followed in the operation of the post office, including base tenant command Unit Mail Rooms. You will provide technical advice and guidance to employees on issues concerning the postal program and services. You will collect, organize, analyze, interpret, and present reports on postal information and management data. You will provide policy guidance for the administration/operation of all postal operations at assigned locations, ensuring efficient utilization of assets and compliance with prescribed regulations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position is considered “Key” and as such may require incumbent to be removed from their military recall status. A signed statement of understanding is required.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain a current valid United States driver’s license and a government vehicle operator permit.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning and directing the work for a large mail facilities center. Examples of specialized experience include: 1) Working knowledge of USPS postal laws and regulations, policies, directives and precedents as well as the requirements issued by third party carriers (i.e. Federal Express and United Parcel Service) which influence the overall efficiency of postal operations; 2) Performing a full range of mail services, including mail receiving, sorting, distribution/dispatch, advisory, and inspection services; 3) Identifying and developing ways to resolve problems or issues related to postal operations; and 4) Implementing strategic objectives and recommendations for improvement of the effectiveness and productivity of operating programs. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

or

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

or

Successful completion of LL.M., if related

or

A combination of experience and graduate education as described above that equates to one year of experience
