You will serve as a Senior Labor and Employee Relations specialist for the Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV) in San Diego, California, Naval Business Center, Philadelphia, Pennsylvania, or Naval Base, Norfolk, Virginia.
Duties
You will negotiate with the union in matters involving the collective bargaining agreement, changes in working conditions, and grievance resolution.
You will conduct administrative law research and analyze case law to provide advice and recommendations to management and Senior Leadership on the resolution of cases.
You will negotiate with management to accept and implement recommendations involving substantial resources and extensive changes to projects/programs.
You will independently draft investigatory questions and Weingarten questions, requiring minimal edits that are targeted to the misconduct and/or allegations.
You will resolve difficult and precedent setting problems and develops new interpretations, procedures or policies.
You will develop and maintain a relationship with local bargaining unit representatives, and independently drafts grievance decisions that are technically accurate and reflects management’s position.
You will advise management and appointed officials on the appropriate procedures for conducting administrative investigations/management inquiries into workplace allegations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching and evaluating employment laws, rules, and regulations to advise and provide guidance to management and other third parties to resolve employee and labor relations issues.
For NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with researching employment laws, rules, and regulations to help advise and provide guidance to management and other third parties to resolve employee and labor relations issues.

Education
For the NT-04 Position: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
A Ph.D. or equivalent doctoral degree;
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
OR
An LL.M. degree in a field directly related to the position being filled.
