This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for shortage category/critical need to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the Directorate of Emergency Services, Presidio of Monterey, CA.
Duties
Conduct traffic Law Enforcement (LE) patrol using specialized equipment such as radar, Lidar and breathalyzer.
Respond to and investigate emergency calls, complaints and other calls for service.
Perform protection duties to deter, detect, and deny unauthorized access at fixed installation, internal compound, and incident perimeter posts.
Operate the National Crime Information Center (NCIC) terminal in accordance with federal and state laws to transcribe data.
Write detailed reports to support arrests, investigations, and other law enforcement functions.
Requirements
- Must obtain and maintain a Secret Security clearance.
- Incumbent in this position is designated as Mission Essential (IAW DODI 3024.42 and DTM 17-004) position during Inclement Weather Conditions or other designed/identified emergency conditions.
- Must be willing to work irregular and/or rotating shifts, evenings, nights, weekends and holidays.
- Must successfully pass a pre-employment and recurring (annual) medical evaluation.
- Must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
- This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
- Must comply with and maintain the requirements of the Individual Reliability Program (IRP).
- The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
- Position requires the incumbent to successfully pass training/certification requirements related to law enforcement work functions. Including but not limited to: weapons qualifications, first aid/CPR and National Incident Management System Training.
- Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- Incumbent must attend the U.S Army Military Police School Civilian Police Academy and successfully graduate within 12 months of hire date; unless incumbent has a current approved waiver/exception, IAW AR 190-56.
- TDY of 10% may be required.
- Must be willing to work required overtime as directed, and be subject to recall for emergency overtime.
- Must pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.

GS-06 Specialized experience is defined as: work experience serving as a police officer performing law enforcement duties; patrolling assigned areas on foot and by motor vehicle; responding to various calls for law enforcement services; operating emergency vehicles equipped with radar in order to pursue speeding vehicles when enforcing traffic regulations or laws; preparing law enforcement related reports.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
GS-07 Specialized experience is defined as: work experience serving as a police officer responding to calls involving crimes ranging from simple violations to felonies; preparing law enforcement related reports and forms including statements, accident, patrol and/or field investigation reports; observing and reporting traffic safety hazards.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
PHYSICAL DEMANDS: The work requires extended periods of physical exertion derived from such activities as running, walking, and occasionally lifting, pushing and/or carrying items weighing 50 pounds or more. It requires stamina, physical agility and dexterity and the strength to pursue, apprehend or detain. The incumbent may be required to push or drag heavy weights of 150 pounds or more and defend oneself or others against physical attack.
WORK ENVIRONMENT: The work involves moderate and high risks and possible endangerment of life or serious injury that requires the exercise of safety precautions and use of personal protective equipment such as ballistic vests, coats, gloves, boots, goggles, masks, shields, etc.
Time in grade does not apply because this is a DoD DHA solicitation and subsequent appointments result in a new federal civil service appointment.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
