This position is located at the Department of Veterans Affairs, VA Medical Center, Poplar Bluff, MO. The incumbent serves as the supervisor of operations in Finance Service Payroll Section. The position accepts and supports the mission, vision, and guiding principles of the John J Pershing VA Medical Center. The incumbent performs assigned duties in a manner that promotes quality health care, outstanding customer service and the maintenance of an environment committed to serving the Veteran. The Civilian Pay Supervisor is responsible for but are not limited to: Responsible for biweekly transmitting employees' time and attendance payroll data. Provides advice and counsel to management and Regional Counsel on court orders of salary offsets and garnishments. Troubleshoots personnel action rejects from automated information system, determining where the error exits, and taking appropriate actions to ensure accuracy of the database. Developing and conducting trainings for timekeepers and supervisors. Responsible for analyzing and evaluating, on a quantitative or qualitative basis, the effectiveness of payroll operations in meeting established goals and objectives. Analyze and prepare program status reports for review at management level. Performs management and/or program support work, such as program or office planning, evaluation of administrative issues, training program administration, correspondence control, liaison, special projects, or committee related work. Manages and/or prepares responses to correspondence and handles the communication with persons and/or groups within and outside organization. Identifies, analyzes, and makes recommendations to resolve conventional & unique problems and situations. Perform administrative work, which includes management of an office schedule or day-to-day plans. Identifies objectives based on understanding priorities. Acts as a liaison between Defense Finance & Accounting Service, Finance Service Center, Human Resources Information Service and sections or services of the Medical Center. Oversees the payroll section which handles all employees pay and leave account. Provides supervisory administrative and technical guidance necessary to ensure all facility staff are paid every pay period. Provides employees' competencies and evaluations, recommends schedule and approval of leave. Makes arrangements for continuity of operations during the absence of assigned workers. Ensures that adequate training is conducted for continued, effective operations and to provide backup in the event of unusual circumstances. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with (1) payroll and electronic payroll systems; (2) applying fact-finding and investigative techniques in all areas of the Payroll Section; (3) conducting studies of payroll process and how they affect other organizations; (4) operating in an advisory capacity to line management in support of planning, development, and execution of programs or the performance of related functions; (5) use of deductive reasoning to conduct problem and trend identification and offer resolutions to management; (6) utilizing software applications to execute office automation functions such as storing and retrieving electronic documents and files, activating printers; (7) using spreadsheet software to develop and change spreadsheets to graphically display data; (8) coding for the HRSmart and Defense Civilian Payroll System (DCPS), or other related systems for accessing new employee information to complete required actions to maintain financial control and accountability over these activities. (9) Broad knowledge of body of financial management regulations, practices, procedures, and policies concerning the receipt, disbursement, and accountability of funds. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires no special physical demands. It may involve some walking, standing, bending, or carrying of light items.
