This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Analyst position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), Business Management Division, Budget & Cost Analysis Branch, located in Aberdeen Proving Ground, MD.

Duties

Develop an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events. Develop, schedule, coordinate, and manage projects and resources to monitor and inspect costs, work, and performance. Expresses facts and ideas in writing in a succinct and organized manner. Represents the organization at meetings and briefings regarding assigned programs and projects. Also prepares material and conducts meetings and briefings. Expresses ideas and facts to individuals or groups effectively; makes clear and convincing oral presentations; listens to others; facilitates an open exchange of ideas. Develops a variety of correspondence.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Business - Financial Management (BUS-FM) within 60 months of entrance on duty.
  • Business travel required up to 10% of the time.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Selectee must be able to obtain and maintain a Secret security clearance.
  • This position the selectee must obtain Financial Management Level 2 certification within 24 months.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) The ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations to serve as an expert advisor to the PEO/PM regarding the status, efficiency, or effectiveness of acquisition programs. 2) Providing financial advisory services in accordance with DoD acquisition and life cycle management policies, procedures, and practices for a major segment of the budget for one or more funding lines or types of funds; and 3) Preparing summaries of narrative, quantitative, and statistical data in budget forms, schedules, and reports and recommends appropriate actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.
