The selected Social Worker will be the Supervisor of the Non-Institutional Care (NIC) Programs, for the Orlando VA Healthcare System. This requires a high and varied level of professional expertise and collaboration to develop, revise and/or apply policies and standards which determine the scope of the NIC-combined programs and the duties of the program staff.

Duties

The selected Supervisory Social Worker will be responsible for the NIC annual budget of approximately $20 million. The selectee will be delegated the responsibility and authority for the planning and coordination of all elements which constitute the NIC programs. The selectee is responsible for independently assuring that VA Central Office Geriatrics and Extended Care Program standards and policies are adhered to in a timely and effective manner. Some of the duties include, but are not limited to; The Social Work Supervisor possesses knowledge and ability to implement Evidenced Based treatment modalities, provide individual group or family psychotherapy, supportive contact and psychosocial education to Veterans and families. Utilizes standardized instruments in the assessment of mental health problems/conditions including the use of Measurement-Based Care. Supervises a group of employees performing work at the GS-12 levels and below, including advanced practice social workers and social work program coordinators. Provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit. Performs the administrative and personnel management function relative to staff supervised. Established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system, and observes workers' performance; e.g. demonstrates and conducts work performance critiques, provides informal feedback, and periodically evaluates employee performance. Provides advice and counsel to workers related to work and administrative matters. Processes disciplinary measures as appropriate to the authority delegated in this area. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Technical assistance provided to monitor activities and program reviews, and the development and analysis of information. Uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements. Performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.). A substantial portion of the workload directed by this position will be carried out at one or more locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer. Responsible for establishing and maintaining the yearly NIC budget and overseeing the fund control point for the NIC Program. Responsible for overseeing that payments to the community providers under local contract and/or Provider Agreement are done in a timely manner and in compliance with VA standards. Responsible for coordinating, scheduling, and assuring that initial and annual reviews are completed for approved Community Adult Day Health Care (CADHC) facilities in the required timeframes as set forth in VA policy. Responsible for overseeing the admission of Veterans into the CADHC Program and assuring they meet VA eligibility requirements. Responsible for assuring that Quality Assurance monitors related to this program are completed and reported in accordance with Medical Center Policy. Provides consultation/education to Veterans and families on community resources and VA entitlements. Acts as liaison between VA and the approved community provider. Works independently in providing appropriate documentation, review and follow-up of complaints within all NIC Programs. Provides both informal and formal education to VA staff, as well as NIC Program staff and community providers, on any changes in VA policy concerning their specific programs. Attends and or participates in a variety of monthly and quarterly conference calls, disseminating needed information to VA staff and community agency staff as warranted. While this is primarily a clinic-based position, there may be times when this position requires work in the community which may include the ability to operate a government vehicle and transport passengers. Other duties as assigned. Work Schedule: The primary tour of duty will be M-F 8am to 4:30pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2024. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Must be licensed or certified by a state to independently practice social work at the Master's Degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. (NOTE: For those who have a Florida LCSW license, you must be registered with the state as a "Qualified Supervisor" in order to provide supervision for licensure or specialty certification. All others must meet the requirements of their state of licensure to be able to provide supervision for licensure.) English Language: Must be proficient in spoken and written English Driver's License: A current, valid state-issued Driver's License is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401 (3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations: Supervisory Social Worker, GS-12 Education and Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Preferred Experience: Those applicants with experience (performing assessments, treatment planning, and care coordination) in Geriatrics & Extended Care programs and services, provided in the community to assist Veterans with aging in place, such as: Homemaker/Home Health Aide, Home Respite, Community Adult Day Health Care, and Veteran Directed Care Programs are highly preferred. References: VA Handbook 5005/120, Part II, Appendix G39 Physical Requirements: The position requires performance of work which involves light physical effort, such as that involved in lifting light files, bending, standing, reaching, operating office equipment such as telephone, copier, fax machine, scanner, etc. The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty. In addition, must meet occupational health requirements for driving physical to include approval to transport Veterans in a government vehicle.
