This announcement will be used to fill position at either the GS-11, or GS-12 grade level with a target grade of GS-12.The minimum salary for grade GS-11 is $73,218, the maximum salary is $95,181. Duties
Conducts management and procedural field audits and compliance reviews of finance operations CONUS/OCONUS.
Reviews collections and disbursements data in order to improve world-wide support to Active, Guard and Reserve members. Coordinates tasks with counterpart Department of Army and US Army Reserve and National Guard as necessary.
Makes recommendations and conducts follow-up actions involving substantive impacts on policies, procedures, pay systems and operations of DoD finance functions.
Responds to a wide variety of written, telephonic, electronic, or oral inquiries, many of which are sensitive and require immediate action.
Develops and furnishes input, or collects information, analyzes it, and formulates a response using personal knowledge of the required action or from consultation with a known network of experts.
Develops customer service program goals and surveys to measure customer satisfaction for the network, recommends improvements to enhance customer service including technological changes, telecommunications and automation requirements.
Requirements
- Must be a U.S.Citizen.
- This is a national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel.
- Obtain and maintain FM Certification.
Qualifications
Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements.
Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

To be hired at the GS-11 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-09 grade level in the federal service with pay procedures and entitlements in order to resolve pay related issues.
To be hired at the GS-12 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-11 grade level in the federal service with military and travel pay procedures and entitlements in order to resolve pay related issues.
This position is developmental at the GS-11 entry grade level. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-12 grade levels without further competition.
Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
Education may not be substituted for specialized experience at the 12 grade level.
