The primary purpose of this position is to serve as a Headquarters Air Combat Command level program analyst, applying general security, systems engineering and cyber security knowledge for planning, analyzing, and evaluating efforts used to identify, assess, categorize, and track risk management activities for critical assets, system/subsystem, and related infrastructure.
Duties
Utilizes general security, systems engineering and cyber security knowledge to provide risk analysis in support of the Air Force and ACC Critical Asset Risk Management Program. Applies sound principles, concepts, standards, and methods to develop policies and procedures. Manage an enterprise view of risk to USAF critical assets.
Performs complex and comprehensive analyses and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document projects. Provides verbal and written technical guidance to wing CARM managers concerning various comprehensive and complicated issues, to include command recurring report requirements; upkeep of the critical assets management programs, such as Strategic Management Assessment Database (SMADS), and Operational Risk Management pertaining to CARM assets.
Provides command-wide technical guidance and applies functional expertise necessary for the overall management of CARM processes affecting complex multi-mission requirements. Provides verbal and written technical guidance to wing CARM managers concerning various comprehensive and complicated issues, to include: command recurring report requirements; upkeep of the commands data entered in the various Risk Management/Mission Assurance related programs which identify/track ACCs critical assets.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting analysis of critical missions, assets, and infrastructure. As well, knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of critical asset management methods and processes to participate in the assessment and improvement of command level plans and programs for conducting analysis of critical missions, assets and infrastructure.
2. Basic knowledge of a wide range of concepts, principles, practices, standards, methods, techniques, materials, and equipment to include UFC criteria, blast mitigation effects and technologies.
3. Ability to analyze, interpret and apply regulations and procedures in a variety of situations and recommend timely, efficient and effective solutions.
4. Knowledge of critical infrastructure, integrated control systems, and support equipment sufficient to conduct vulnerability assessments and develop practical courses of action that include time/resource estimates for completion.
5. Ability to plan, organize, control, and coordinate work activity.
6. Ability to communicate effectively, both orally and in writing, as well as work in a professional manner with all agency functional experts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions of Employment:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
