You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the Certification Branch (Code 133.2) in the Non-Nuclear Inspection Division (Code 133), Quality Assurance Department (Code 130) of NORFOLK NAVAL SHIPYARD.
Duties
You will identify and track discrepancies noted during documentation review.
You will initiate and distribute Surveillance and Deficiency Forms to applicable shops and/or codes for corrective actions.
You will prepare reports and provide status of certification progress.
You will participate in NAVSEA and local audits and surveillances.
You will provide guidance as the Shipyards subject matter expert in regard to documentation to support project certificate and compliance to NAVSEA, Shipyard requirements.
You will act as the subject matter expert concerning quality control in the areas of SUBMARINE SAFETY (SUBSAFE), DEEP SUBMERGENCE SYSTEMS SCOPE OF CERTIFICATION (DSS/SOC), and FLY BY WIRE SHIP CONTROL SYSTEM (FBW-SCS).
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- The position often requires irregular hours.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Temporary promotions may be extended up to 5 years at the discretion of management and in accordance with applicable regulations.
Qualifications
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying principles, concepts and methods related to the Quality Assurance program.
Experience utilizing Quality Assurance forms associated with SUBSAFE/Hull Integrity, DSS/SOC, FBW-SCS, Level 1.
Experience identifying, documenting, and verifying the correction of discrepancies during QA reviews.
Experience assisting On the Job Training of newly assigned QAS personnel.
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying and interpreting the requirements contained within various instructions and specifications.
Experience utilizing computer databases used in the Certification Branch such as AIM (including AIM Execution Priorities), ADLINK, ATIS and ATMS.
Experience conducting special investigations, audits and/or surveillance, preparing and delivering reports to management.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
GS-09:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
