These positions are located in the Office of the Chief Human Capital Officer (OCHCO), Human Resources Operations and Policy (HROP), Headquarters Operations (HOps) Branch.  These position are Non-Bargaining Unit. These positions are not subject to Confidential Financial Disclosure or security ownership restriction reporting requirements.

Duties

As a Human Resources Specialist, you will provide advice, guidance, and assistance in assigned offices to staff, supervisors, and managers in the area’s employment, staffing, merit selection, position management and classification, pay setting, awards, and performance management.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.   The ideal candidate will be able to demonstrate the following: FOR GG-11: Basic knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of staffing and placement. Examples may include experience in recruitment, workforce restructuring and reshaping, workforce analysis and data analytics, and/or strategic workforce planning. OR Knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of position management and classification.  Examples may include experience in workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, and/or position classification evaluation. Examples may include experience in recruitment, workforce restructuring and reshaping, workforce analysis and data analytics, and/or strategic workforce planning. OR Knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of position management and classification.  Examples may include experience in workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, and/or position classification evaluation. Moderate knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of position management and classification. Examples may include experience in workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, and/or position classification evaluation. FOR GG-13 Expert knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of staffing and placement. Examples may include experience in recruitment, workforce restructuring and reshaping, workforce analysis and data analytics, and/or strategic workforce planning. OR Knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of position management and classification.  Examples may include experience in workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, and/or position classification evaluation. Expert knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of position management and classification. Examples may include experience in workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, and/or position classification evaluation. ALL GRADES (Commensurate with grade level)  Ability to solve human resources challenges and problems by conducting research, interpretation, and analyses of applicable laws, regulations, and polices. Resolves problems by developing recommendations and proposing innovative solutions. Ability to effectively communicate technical human resources issues in a clear, concise, and logical manner to all levels within or outside an organization (i.e., employees, managers, and agency senior leadership). Examples may include: writing standard operating procedures or other instructions, writing reports to the Office of Personnel Management, writing classification evaluation statements, informal or formal presentations to audiences of different sizes and levels. Knowledge of utilizing human resources information systems and software applications (e.g., automated hiring systems and assessment tools, Electronic Official Personnel Folder (eOPF), automated on-boarding systems (WTTS/EODS), personnel action processing systems (DOI, FPPS, NFC), electronic SF-52 systems, personnel reporting systems (staffing plans, FTE reports, recruitment tracking systems), etc.). SPECIALIZED EXPERIENCE  FOR GG-11: One year of specialized experience at the GG-9 grade level or equivalent. or Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or SPECIALIZED EXPERIENCE:  is defined as specialized experience in Federal personnel regulations, policies, practices, drafting, posting vacancy announcements, qualifying applicants and developing vacancy certificates and procedures sufficient to provide basic advice on normal operations and HR-related questions. FOR GG-12:  One year of specialized experience at the GG-11 grade level or equivalent. SPECIALIZED EXPERIENCE is defined as: Experience which provided knowledge in Federal human resources operations and policy in the areas of: 1) staffing and placement OR 2) position management and classification (e.g., recruitment, workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, position classification evaluation, executive resources). This experience must demonstrate a thorough knowledge of Federal human resources regulations, policies, practices, and procedures. FOR GG-13:  One year of specialized experience at the GG-12 grade level or equivalent. SPECIALIZED EXPERIENCE is defined as: Experience which provided knowledge in Federal human resources operations and policy in the areas of: 1) staffing and placement AND 2) position management and classification (e.g., recruitment, workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, position classification evaluation, executive resources). This experience must demonstrate a thorough knowledge of Federal human resources regulations, policies, practices, and procedures.
