The primary purpose of this position is to serve as a Logistics Management Specialist directing, developing, implementing, or functioning as part of a logistics management operation in support of assigned systems, programs, or major equipment.

Duties

Serve as the focal point for planning, management, and coordination of life cycle logistics support. Develop and communicate logistic requirements that have far-reaching consequences for logistic design. Exercise technical leadership to obtain agreement on required actions, schedules, and the resolution of conflicting points. Serve as the technical advisor on contracts. Serve as Logistics Specialist for the development of assessment criteria.

  • May be required to travel by military or commercial aircraft in the performance of temporary duty.
  • May be required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and may be required to file annually.
  • PHYSICAL DEMANDS: The work is primarily sedentary. There may be some walking, standing, bending, carrying of light items, or driving an automobile. No special physical effort or ability is required to perform the work.
  • WORK ENVIRONMENT: Work is normally performed in an adequately lighted and climate-controlled office. May require some work at test facilities, laboratories, logistics centers, and contractor plants. The employee exercises normal safety precautions.
  • Direct Deposit: All federal employees are required to have direct deposit.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative, and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes identifying the specific requirements for money, manpower, material, facilities, and services needed to support the program and correlating those requirements with program plans to assure that the need support is provided at the right time and place. Requires knowledge of agency program planning, funding, and management information systems, broad knowledge of the organization and functions of activities involved in providing logistical support, and ability to coordinate and evaluate the efforts of functional specialist to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition and logistics management processes and initiatives. 2. Knowledge of the application of a wide range of qualitative and quantitative assessment methods. 3. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the logistics management program processes. 4. Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment 5. Ability to integrate, analyze, and manage a variety of logistics functions in support of research, development, production, and support of a system, subsystem, or equipment. 6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
