You will serve as a RESOURCE MANAGEMENT SPECIALIST in the Production Resources Department, Shop 06, of PSNS and IMF. This announcement is for an Upward Mobility Program position.

Duties

You will evaluate short and long term work schedules to identify and coordinate training and medical and work qualification requirements. You will prepare and distribute reports using computer databases that include information such as leave, overtime, back shift assignments, license status and training qualifications and schedules. You will work with shops, codes, departments and projects in identifying resource or manning requirements. You will be responsible for scheduling and managing the training and medical qualification program for the shop(s). You will coordinate new employee hiring including setting up interviews, initial indoctrination training, and shop specific training.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

Qualifications

The Upward Mobility Program is a unique job opportunity. This program is designed to provide Department of Navy employees career growth opportunities who have potential but do not presently meet the Office of Personnel Management qualification requirements for this position. The entry level for this position is GS-07 with a full performance level of GS-09. Knowledge of employees selected may vary and will require the development of an individually tailored training plan to assist them in qualifying for the full performance level of this position. Eligibility requires that the employee be performing satisfactorily, complete all training requirements, acquire the requisite qualifications and have met time-in-grade eligibility for career ladder promotions. This recruitment is open to current UIC 4523A, GS-05 (or higher) and journey-level WG (FPL WG-09 or higher; or WL,WS), employees who have demonstrated the ability to collect, track and report training and resource data to support fulfillment of project manning requirements. Employee Participation Requirements Must be a current permanent employee serving under a competitive appointment, or on a time-limited or excepted appointment that provides for noncompetitive conversion to a permanent appointment (e.g., VRA, Schedule A Individuals with Disabilities). Education

In lieu of experience, you may qualify with the following education or combination of both education and experience:

A successfully completed one full year of graduate level education with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position;

OR

A successfully completed a bachelor's degree with superior academic achievement with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position;

OR

Have combination of experience and graduate level education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
