Duties
The duties described reflect the full performance level.
Serves as the Official Mail Manager responsible for the management and control, processing, handling, transport, delivery, and monthly certification of invoices for official mail.
Serves as property custodian for property management, inventory control, accountability, excess and surplus of property disposal, moving and storage services, and records management.
Provides backup services for the following programs: Mass Transit Benefit Program: Reviews and approves Mass Transit Subsidy Applications for enrollment, change, recertification, or withdrawal in the program.
Serves as the alternate driver when required for the Director/Deputy Director, and executive personnel attending meetings on behalf of the Director within the National Capital Region.
Responsible for maintaining an adequate inventory of recurring supplies, equipment, and material to meet needs or requirements.

Qualifications
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Specialized Experience:
For the GS-07 level: You must have one year of specialized experience at the GS-05 or equivalent level. Specialized experience must be documented in your resume.Specialized experience includes assisting with administering a variety of support service functions and mailroom operation experience with one or more of the following areas: administrative support experience, property custodian duties, supply clerk and/or motor vehicle operator. Assisting with general office administrative matters which occur on a day-to-day basis.
For the GS-09 level: You must have one year of specialized experience at the GS-07 or equivalent level. Specialized experience must be documented in your resume.Specialized experience includes assisting with administering a variety of support service functions and mailroom operation experience with one or more of the following areas: administrative support experience, property custodian duties, supply clerk and/or motor vehicle operator. Experience assisting with office administrative matters to include analyzing cost data, reviewing/approving various shipment requests, monitor funding, maintaining automated databases, compiling monthly reports and property inventory support (inventory control and accountability).
For the GS-11 level: You must have one year of specialized experience at the GS-09 or equivalent level. Specialized experience must be documented in your resume.Specialized experience includes providing oversight and management of a variety of support service functions and serves as the manager for mail room operations and property custodian. Experience as a motor vehicle operator, experience managing mail services to include, liaison with postal service, analyzing cost data, reviewing/approving various shipment requests, monitor funding, maintaining automated databases, compiling monthly reports and property inventory support (inventory control and accountability).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. You may be asked to provide a copy of your performance appraisal during the evaluation and selection process.
Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP. Education
For the GS-07 level: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.
For the GS-09 level: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, related to the position may be substituted to meet the specialized experience requirement.
For the GS-11 level: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree, related to the position may be substituted to meet the specialized experience requirement.
Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
Examples of qualifying degrees would be in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.
