Duties

The duties described reflect the full performance level. Serves as the Official Mail Manager responsible for the management and control, processing, handling, transport, delivery, and monthly certification of invoices for official mail. Serves as property custodian for property management, inventory control, accountability, excess and surplus of property disposal, moving and storage services, and records management. Provides backup services for the following programs: Mass Transit Benefit Program: Reviews and approves Mass Transit Subsidy Applications for enrollment, change, recertification, or withdrawal in the program. Serves as the alternate driver when required for the Director/Deputy Director, and executive personnel attending meetings on behalf of the Director within the National Capital Region. Responsible for maintaining an adequate inventory of recurring supplies, equipment, and material to meet needs or requirements.

  • Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
  • Telework availability will be based upon the mission requirements and supervisory determination.
  • A valid state issued Driver's License is required prior to appointment.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. For the GS-07 level: Specialized experience includes assisting with administering a variety of support service functions and mailroom operation experience with one or more of the following areas: administrative support experience, property custodian duties, supply clerk and/or motor vehicle operator. Assisting with general office administrative matters which occur on a day-to-day basis. Substitution of Education for Experience for the GS-07 level: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be substituted to meet the specialized experience requirement. For the GS-09 level: Specialized experience includes assisting with administering a variety of support service functions and mailroom operation experience with one or more of the following areas: administrative support experience, property custodian duties, supply clerk and/or motor vehicle operator. Experience assisting with office administrative matters to include analyzing cost data, reviewing/approving various shipment requests, monitor funding, maintaining automated databases, compiling monthly reports and property inventory support (inventory control and accountability). Substitution of Education for Experience for the GS-09 level: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, related to the position may be substituted to meet the specialized experience requirement. For the GS-11 level: Specialized experience includes providing oversight and management of a variety of support service functions and serves as the manager for mail room operations and property custodian. Experience as a motor vehicle operator, experience managing mail services to include, liaison with postal service, analyzing cost data, reviewing/approving various shipment requests, monitor funding, maintaining automated databases, compiling monthly reports and property inventory support (inventory control and accountability). Substitution of Education for Experience for the GS-11 level: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Examples of qualifying degrees would be in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
