Duties
You will provide briefings to stakeholders and leadership.

You will serve as BUMED subject matter expert for the Medical All Corps Requirement Estimator (MedMACRE) analytical tool.
You will provide guidance and technical requirements for functionality and provide user training to new M1 staff to include periodic and annual reporting requirements (i.e., HMPDS, DMPR).
You will lead or coordinate a diverse team to meet program objectives.
You will maintain liaison (with proper protocol) with all levels of management in DoD, OPNAV, BUMED and the enterprise.
You will provide the necessary telephone advisement to a myriad of management official's at all organizational levels.
You will investigate, review, analyze, evaluate, make recommendations, report and write policy on methods for management and allocation of active duty, civilian and contract end strength and funding.
You will participate in various study design processes, including independently conducting research and review of current literature and databases related to the issue of study.
You will prepare and/or present summary of findings to all levels of leadership.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Developing issue, point papers, policies, and reports to support strategic planning and meet specific program requirements, to include managing the implementation, tracking and monitoring of policy/programs;
Applying a wide range of method to gather, analyze, evaluate and monitor information concerning human resource management processes, to draw conclusions and make appropriate recommendations;
Analyzing extensive program data and interrelationships, drawing inferences and coordinating the preparation of accurate and reasonable plans, proposals/exports;
Providing written and/or oral communication sufficient to prepare and present findings and recommendations and to implement new ideas/concepts, communicating results to management and/or requests to entities;
Developing guidelines, instructions, reports, notices and correspondence, as needed, to implement total force changes, studies, procedures or product lines to meet specific program requirements; AND
Implementing and/or developing complex manpower analytics/analysis reports utilizing several database tools to support BUMED leadership in presenting historical and/or futuristic manpower presentations not to exclude departmental and enterprise data systems, (i.e. Total Force Manpower Management System (TFMMS), Defense Medical Human Resource System - internet (DMHRSi), Navy Manpower Program and Budget System (NMPBS), Total Workforce Management Services (TWMS), Fleet Training, Management and Planning System (FLTMPS), Bureau of Medicine (Navy) Manpower Information System (BUMIS), Intelligent Workbook (IW) and the Defense Civilian Personnel Data System (DCPDS).
