As a Program Specialist with the Space Technology Research Grants (STRG) program, Space Technology Mission Directorate, you will be responsible for coordinating the process of developing a portfolio of research in advanced space technologies performed by academics ranging from graduate students to tenured faculty members.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Participate in technical briefings and aid in collecting/distilling/editing (in coordination with technical leads) multiple technical inputs in order to provide feedback, briefings, and/or recommendations for awards or continuation.
Communicate with a wide range of internal and external stakeholders and participants regarding statuses and processes. External communications may include those in academia, explaining our program.
Distill a range of inputs: technical, programmatic, regulatory, budgetary, and scheduling, into strategic narratives/packages to make recommendations to the program executive and/or members of leadership serving as source selection officials.
Communicate to a wide range of technical and programmatic experts, both within NASA as well as potentially within external entities, including but not limited to Mission Directorates, academia and other government agencies.
Run fair procurements, specifically grants, within all applicable government policies and laws, including the Federal Acquisition Regulations. Interact with support contractors in executing solicitation processes.
After grant selection, aid in the initial processes necessary to initialize and conduct these awards, including coordinating for the proper oversight (via coordinating pertinent subject matter experts as Research Collaborators).

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Supporting the development and maintenance of detailed schedules of complex or parallel processes, such as the monitoring of grant review processes;
Participating in technical review panel activities, including assisting in developing summary reports and/or recommendations;
Supporting technical, budgetary, or programmatic oversight.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Leading programmatic activities, including providing oversight of the contractor team supporting grant procurement;
Leading technical review panel activities, including developing summary reports and recommendations;
Developing and maintaining detailed schedules of complex and parallel processes, such as leading grant review processes and monitoring the procurement of selected grants.
