About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U..S. Army Cyber Command, Fort Eisenhower, Georgia.

Duties

Serve as Information Technology Planner and Branch Chief for Army Cyber Command G6. As the Branch Chief, serve as Subject Matter Expert (SME) and Primary Point of Contact (POC) for all facets within the Branch's purview. Establish task priorities based upon leadership guidance and alignment with Command/Directorate/Division's stated Lines of Effort. Disseminate leadership guidance and/or receives Branch members’ feedback to elevate. Provide division leadership with weekly updates regarding personnel status which may impact the Branch's ability to perform their assigned functions. Participate as an Information Technology planner on organizational Integrated Planning Teams (IPT) for G6 role and function. Identify requirements, or tasks, within the command and document the business cases behind identified requirements. Prepare and present technically sound, accurate, and thorough business case/cost benefit analysis products in response to proposed, current, or approved change requests to provide Courses of Action to ARCYBER Leadership for decision. Process and direct received tasks and/or orders assigned to ARCYBER G6 as the Office of Primary Responsibility (OPR) or Office of Coordinating Responsibility (OCR). Review Operations and Fragmentary Orders/Taskers with Information Technology implications to summarize and present the order’s background, intent, and G6 specified tasks. Review Operations and Fragmentary Orders/Taskers to present potential Courses of Action and provide recommendations to accomplish those tasks. Facilitate development of the collective G6 response, document leadership guidance and/or decision; and submit response back to the Command by the agreed upon deadline. Maintain awareness of Federal, Department of Defense, and Department of the Army polices, regulations, directives, and standards which could have implications on existing G6 or IT Policy and/or Programs. Develop directorate guidance and policies which promulgates and implements higher headquarters guidance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain/maintain TOP SECRET clearance with access to Sensitive Compartmented Information.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • Temporary duty travel may be required approximately 25% of the time.

Specialized experience would be demonstrated by providing Information Technology role and function expertise to organizational Operational Planning Teams to conduct strategic and long-range planning, identify requirements, and document business cases; managing the planning processes (i.e. Initiating and facilitating planning sessions; collaborating with internal and external organizations, developing business case analysis, and preparing/presenting recommendation briefings to senior leadership for decision.) to facilitate Information Technology enhancements, new capabilities, and/or system modifications; reviewing Operations Planning documents (i.e. Operations Orders, Fragmentary Orders, and taskers) to identify Information Technology specified/implied tasks, facilitate development of the organization response and document leadership guidance/decision; Reviewing higher level regulations/guidance/policies to develop organization specific Information Technology operation and support policies/procedures.
