The Special Assistant will report to the Principal Advisor for Tribal Affairs in the Office of Intergovernmental and External Affairs within the Office of the Secretary, Department of Health and Human Services in Washington, DC. The purpose of the position is to serve as a confidential special assistant to the Principal Advisor for Tribal Affairs, providing primary support, administrative assistance, and coordination with internal and external individuals and groups.
Duties
- Manages the overall scheduling of the Principal Advisor's travel and appearances, including the preparation of speeches. Ensures that briefings/reports of critical follow-up issues are obtained from the Principal Advisor representative along with a plan on follow-up.
- Screens and maintains knowledge of the Principal Advisor's activities in order to take appropriate action on deadline items. Arranges extensions for less urgent items. Analyzes important issues and apprises appropriate members of the Principal Advisor's staff of the circumstances which might alter or complicate significant issues. Action in this regard involves direct and tactful contacts with numerous top and middle staff members within agency.
- Works closely with key officials throughout HHS and serves as liaison for clarification and dissemination on information, direction and decisions emanating from the Principal Advisor. Prepares status reports for the Principal Advisor and develops information and input for recurring and special reports/updates. Accesses information from all levels of the organization and assures that the flow of information to and from the Principal Advisor is efficiently and effectively managed, confidentiality guaranteed as appropriate, and that complete briefing material is provided in a timely manner.
- Provides the Principal Advisor with a wide range of material and information such as summaries of pending legislation, summaries of relevant meetings, answers to budget questions, reports on the status of new programs, etc., to help her/him obtain a comprehensive view of problems and operations, to be aware of the range of alternatives and solutions, and to understand the relationship and long-range impact of present decisions.
- Provides and/or arranges for a wide range of administrative support functions for the Principal Advisor, in the conduct of business with top executives at HHS, Tribal Officials, other Federal agencies, state and local agencies and outside organizations and Departments.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
You may seek to qualify for this position based on 1) Specialized Experience, 2) Education or 3) Combination of Education and Experience.
1. Specialized Experience
Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service obtained in either the private or public sector that equipped you with knowledge, skills, and abilities (KSA's) to successfully perform duties of the position.
Examples of Qualifying Specialized Experience must include, but is not limited to, the below:
1. Experience Preparing a variety of documents such as memos, reports, briefing materials, etc. in final form, including drafting, editing, proofreading, and formatting; AND,
2. Experience performing executive administrative specialist duties; triage complex demands, interfacing with internal and external clients, scheduling and/or arranging meetings, appointments, and developing travel itineraries and reviewing travel documents to ensure compliance with regulatory guidance and funding allotments.
2. Education
You must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
3. Combination of Education and Experience
To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. (Note: Only education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
