Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
Duties
Participates in Agile backlog grooming meetings and coordinates with customer/functional representatives and other technical personnel to clarify requirements.
Creates Test/Behavior Driven Development (TDD/BDD) scripts for automated Unit Testing.
Creates and tests sections of the software development pipeline in GitLab/GitHub using runners in RedHat OpenShift.
Prepares system change/programming specifications, and specifies programming instructions, inputs and outputs, structures, and other analytical products to document the functional and technical requirements.
Identifies alternative approaches to the design of current or proposed systems using a hypothesis-based Agile methodology.
Identifies how system modifications or new systems affect current systems; establishes target completion dates; and prioritizes proposed system changes or developments.
Provides input and assists with testing for RMF (Risk Management Framework), DISA STIG (Security Technical Implementation Guides), or other compliance activities
Responds to problems from customers by advising on corrective actions. Analyzes and resolves system or software failures. Reviews test results, system, software and pipeline metrics for and takes necessary corrective actions based on testing results.
Developing software in ASP.Net (C#) and Microsoft Windows SQL Server, specifically SQL Server Integration Studio (SSIS) to be released on an IIS Web Server.
Analyzes production processing to identify viable systems improvements in application response, usability, flexibility, and data integrity.

Provides technical guidance in the development of contract proposals and specifications and coordinates work processes and requirements with contractual personnel.

In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience developing, implementing, coding, testing, operating, and modifying software and automated systems using web development technologies (for example ASP.Net, Java, C#, SQL Server); conducting systems requirement reviews and take necessary corrective action; applying complex IT principles and practices in an Agile software development process.
