The primary purpose of this position is: To serve as the Force Support Contingency Plans Manager responsible for the development, analysis, implementation, and evaluation of all facets of Contingency and Wartime planning at the MAJCOM level and in support of the combatant commands.
Duties
Force Support Contingency Plans Manager is responsible for multiple programs related to personnel discrepancies, AFPAAS, casualty, personnel policy, Force Support related planning programs/policies and recommends organizational units to support AFFORGEN and CAFFORGEN missions. By consistently working in the classified environment, frequently accessing data on MAJCOM capabilities and accountability, employee will utilize SORTS, DRRS, AFPAAS and DCAPES or like programs to formulate analysis to assist commanders and ACC staff in understanding potential resource shortfalls and their impacts to both supporting and supported commands.
Serves as command focal point for AFPAAS; accounts, assesses, manages, and monitors the recovery and reconstitution process for command personnel and their families affected and/or scattered by wide-spread catastrophic events. Formulates policy and supplemental guidance for recalls, personnel accountability, restitution, and other A1 owned readiness related programs for the command.
Key Member of the ACC Crisis Action Team. Serves as the A1 Subject Matter Expert for the Crisis Action Team and/or Operations Planning Team (OPT) and responsible for managing all the administrative, executive, and technical functions. During crisis situations as a Crisis Team Member, employee is responsible for determining force capabilities required to execute approved plans and operations orders (OPORDS), major plan modifications and all aspects of OPLAN situations.
Establishes, develops, and maintains effective working relations with DoD, HAF, AFPC, Air Force Services Center, ACC Staff, and other agencies. Represents the division at higher levels within the organization and at conferences with HQ USAF, DoD, and other agencies. Meeting and conferences in many cases are to resolve Personnel Readiness and Force Improvement Program matters and to ensure concerted action by involved parties.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of war requirements and capabilities; Applying analytical and evaluative methods to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments; Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in the application of DoD, Joint and Air Force management principles, concepts, methodologies and directives, concepts, procedures, guidance, and policy.
Skill in developing and conducting comprehensive studies using a variety of qualitative and quantitative techniques; prepares solutions to resolve substantive and often unprecedented problems and issues of effectiveness and efficiency of work operations in a major command program; evaluates and analyzes facts; draws conclusions; devises solutions to problems; identifying changes and trends; and prepares and presents briefings and reports.
Knowledge and skill applying advanced management analysis techniques with regards to wartime and peacetime resources utilization and planning.
Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
Knowledge and skill in all Force Support AFSCs and associated UTCs in Manpower, Personnel, Services, and Training Manager career fields is highly desirable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
