This position is located at Bureau of the Fiscal Service, Office of Workforce & Administrative Services, Human Capital Division, Labor Relations & Performance Management Branch.
Duties
As a Supervisory Human Resources Specialist (Branch Manager), you will:
Plan, develop, and administer Fiscal Service's short and long term labor relations goals and objectives and assists the Human Capital Officer with long-range plans for the division and office.
Serve as Fiscal Service's principle representative in dealing with local and national union representatives. Conduct continuing research of labor organization objectives, policies and methods at the local and national level.
Continually review and evaluate the effectiveness of the labor relations, employee relations, and performance management programs.
Determine the impact/effect of new legislation and programs on mission area offices, and recommend a measured approach to mitigate negative effects on the programs while assuring full compliance within Fiscal Service programs.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service that is directly related to the position and has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes at least four of the following:
- Providing leadership, advisory, and/or consultant services on matters involving labor relations issues and plans; AND
- Organizing and conducting research on issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate enterprise solutions; AND
- Serving as a negotiator for collective bargaining agreements, memorandums of understanding, or other agreements on major policy issues; AND
- Interpreting laws, regulations, and third party decisions related to labor relations to determine enterprise direction and compliance; AND
- Serving as a consultant to management officials at all levels regarding implementing and maintaining an effective performance management program to monitor, develop, appraise, and reward performance.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
