This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Analyst position is assigned to the Program Executive Officer Soldier, Project Director Rapid Equipping Force, Office of the Project Director, located at Fort Belvoir, VA

Duties

Provide expert advice and recommendations regarding programmatic policy, budget formulation, and budget execution to Product Office senior leaders. Interpret broad policy and program directives, and make recommendations of time phasing of planning actions along with resource management actions. Develop specific program planning data by performing cost/requirements analyses. Participate in briefings to provide information concerning planning, scheduling, and financial aspects of program plans. Serve as a focal point for all Planning, Programming, Budgeting, and Execution activities, financial reports, and accounting total system. Identify known deficiencies in program funding and provide impact statements identifying consequences if programs are reduced or deferred. Serve as subject matter expert responsible for business practices within General Fund Enterprise Business System (GFEBS), Logistics Modernization Program (LMP), and Financial Improvement and Audit Readiness (FIAR). Execute all current year and prior year funding. Serve as a focal point for developing, coordinating, updating, and maintaining program unfunded requirements documents. Establish requirements for and coordinate submissions and review of program and budget directives and decisions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Business - Financial Management within 60 months of entrance on duty.
  • This is a Financial Management Level 2 Certified position which requires the incumbent to comply with requirements of this certification program within 24 months of entering the position.
  • Business travel required up to 10% of the time.
  • Selectee must be able to obtain and maintain a Secret security clearance.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) Performing budget functions involving formulation, justification, planning, and/or financial execution of programs; 2) Advising program managers and management officials on the budget guidelines for their organization; and 3) Executing cost, schedule, resource management, and/or program reporting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 pay band (GS-11 equivalent).
