Duties
Provide expert advice and guidance on the application of a wide range of accounting and financial management policies, procedures, and systems requirements, to include the resolution of complex problems for FMCOM.
Analyzes and interprets new guidance, regulations, and policy changes and provides expert advice and guidance on the impact of daily accounting and finance operations.
Performs professional accounting work and provides relevant and timely managerial accounting advice and guidance regarding a number of operating accounting systems and related programs.
Monitors daily accounting and financial transactions, reviews for abnormal conditions, and monthly monitoring of Commander’s Accountability and Execution Review (CAER) metrics using Army Financial Management systems.
Reviews and analyzes a wide variety of documents, reports, policies, procedures, and program operations for USAFMCOM in the accounting and finance area.
Advises and/or collaborates with financial and program managers and other accountants on the most difficult accounting situations/problems.

- Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel.
- Obtain/Maintain Financial Management Certification.
Qualifications
Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
Basic Requirement:
Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR:
A combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor. In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service, which demonstrates the ability to perform the duties of the position.
Specialized Experience:
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as experience with application of accepted accounting principles, practices, and procedures to resolve a variety of financial management systems issues; Conducting analysis of performance metrics and reporting on the effectiveness and efficiency of financial operations. Also, demonstrated experience using financial management programs such as General Fund Enterprise Business System (GFEBS) or other Enterprise Resource Programs and Microsoft products.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Education
There is no substitution of education for specialized experience at the GS-13 grade level.
