This position is located in Refugee, Asylum and International Operations Headquarters, Terrorism-Related Inadmissibility Grounds (TRIG) Division. As an Adjudications Officer (TRIG) you will serve as a subject matter expert on complex adjudications, act as an intra-agency liaison, coordinate with inter-agency partners, conduct training and high-level research, and draft guidance relating to Terrorism-Related Inadmissibility Grounds.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Provide adjudications oversight, communication, research, and assists in the overall management and technical direction of terrorism-related matters within the Directorate. Implement and manage quality assurance procedures and methodologies related to adjudications across agency components. Draft policy, memoranda and implementation guidance relating to laws, regulations, policies, administrative/judicial decisions, and written guidance relating to national security. Manage terrorism-related communications and correspondence, including drafting and issuance of reports and briefing materials, and congressional, inter-agency, NGO, and applicant inquiries and serve as a liaison in inter-agency stakeholder meetings. Coordinate and conduct case reviews to ensure that terrorism-related inadmissibilities are being adjudicated in accordance with regulations and law. Conduct and manage research initiatives across directorates, including the publication of research papers on activities of potential undesignated terrorist organizations, country reference guides, and national security-related FAQs. Provide insight and assist in the facilitation and execution of the overall organizational effectiveness, technical direction, and administration of matters involving immigration law, various benefit adjudications, research, training, and policies.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 01/24/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 01/24/2024. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing guidance, direction, and support on national security-related policy matters for immigration services. Analyzing new immigration benefit regulations and complex technical amendments as well as procedures for making final determinations on applications/petitions for immigration benefits. Making final determinations on difficult and sensitive immigration benefit cases involving terrorism-related inadmissibility grounds that are discretionary, precedent-setting, have high visibility and are of great importance to the agency. Identifying and collecting necessary data including legislative and program data in order to formulate findings, conclusions, and recommendations that are presented in written and/or oral form. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing expert guidance, direction, application of, and support on national security-related policy matters regarding immigration laws, regulations, and precedent decisions. Analyzing, researching, and developing new regulations, policies and procedures. Making final determinations on difficult and sensitive immigration benefits cases involving terrorism-related inadmissibility grounds that are discretionary, precedent-setting, have high visibility and are of great importance to the agency. Leading, conducting, and presenting complex and time sensitive management studies and reviews in written format and in forums to diverse audiences to include other federal agencies, non-governmental organizations, stakeholders, and the public.
