This position is located at the Department of Veteran Affairs, Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6), Durham VA Medical Center, Patient Care Services (Nursing Services) in Durham, NC. The incumbent will provide administrative support to ensure the efficient day-to-day operation of all programs within the scope of Patient Care Services.
Duties
Major duties include but are not limited to:
Manages and coordinates the administrative functions for a broad range of activities related to the institutional objectives of the patient care and education of the department and students attached.
Maintains the inventory management of all property assigned to Nursing Services, which includes the turning in of equipment due to nonfunction and the reassigning of equipment to increase the equipment utilization for the overall benefit of the department.
Prepares HR documentation to onboard new employees, and takes part in orientation, counseling, etc. for administrative employees of the department.
Collaborates with the Program Support Assistants for Nursing Education, Recruitment and Retention, Nurse Professional Standards Board, and Timekeeping.
Responsible for continuing education program to meet the needs of the staff to comply with VHA and accreditation agencies requirements.
Oversees the Nursing Professional Standards Board program, ensuring the timeliness of proficiency submission and the compliance of all credentialing of licenses required by all personnel of the department.
Serves as the alternate fund control point administrator.
Serves as the alternate equipment acquisitions officer, submitting and approving equipment requests of the department.
Serves as Personnel Identity Verifications (PIV) point of contact for Nursing service and maintains working knowledge of the badging system, coordinating clearances and access for Nursing employees, visitors and contractors.
Ensures that contractors' identification cards are issued and completed in accordance with the Security and Investigation Center (SIC) and local agency guidelines.
Ensures training and orientation are completed for all employees.
Reviews outgoing correspondence for accuracy of information, proper composition, proper format and whether such correspondence conforms to current VA policies, instructions and regulations.
Coordinate screening panels and interview for Title 38, Title 38 Hybrid and Title 5 recruitments.
Administer procedures for recruitment and selection of applicants for employment.
Tracking all positions and hiring pipeline and interface with HR, Nurse Recruiting, Credentialing and Privileging and Professional Standards Boards.
Discusses, investigates and responds to employee grievance and dissatisfactions in order to resolve conflicts.
Assist Nursing leadership personnel and staff member in projecting staffing needs, writing position descriptions, developing job analysis, preparing performance plans and appraisals and drafting disciplinary and adverse actions.
Set priorities and schedules; distributes the workload; evaluates performance and provides input to the supervisor; identifies training needs; provides counsel; communicates information to subordinates to keep informed.
Serves as alternate member to the Patient Advocate Liaison team; ensuring the documentation investigation and resolution of customer complaints.
Perform other related job duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience providing administrative functions to include personnel management, procurement and timekeeping; utilizing automated systems and software applications to retrieve and generate a variety of reports to validate data; communicating effectively with a variety of personnel.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation..

Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.
