About the Position: This position that may be filled as a Temporary appointment or Temporary promotion or Temporary reassignment not to exceed 13 Months by a current permanent Army Employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition.
Duties
Serve as mail manager ensuring postal, message services, and Federal Express shipments meet the needs of the commands and comply with legal and regulatory requirements.
Establish command standing operating procedures for postal service, messenger service, mail control and distribution.
Initiate required action and reports on any known criminal mistreatment of the mail or other postal offenses.
Evaluate the services provided by the USPS and requires modifications to meet the needs of the command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.

Specialized experience is defined as: Experience and proficiency interpreting United States Postal Service (USPS) and DoD Mail Manuals; implementing regulations, policies and procedures relating to Classified and Unclassified Official Mail, weighing and packaging of various material, applying postage, security procedures pertaining to handling sensitive materials, and dispatch of mail; experience operating mail center equipment including postage meter, mailing machine, scales, automated labeling machine and mail management system.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
