IT Specialist positions located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP) provide IT support to all aspects of BLS data development initiatives. BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

Duties

The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so. Duties include but are not limited to the following: 1. Consulting with customers to identify and specify requirements; developing functional and system requirements and specifications; preparing business cases; defining systems scope and objectives; and, planning systems implementation. This includes supporting the development of best practices and quality improvement projects such as Configuration Management and Software Development Methodology. 2. Participating in system integration testing, acceptance testing, and usability testing. Developing, writing, and reviewing technical and procedural documentation, operating instructions, and other documents to ensure the accuracy, clarity, relevance, and conformance to accepted procedures and methodologies. 3. Developing and maintaining Web site repositories.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Candidate required to perform work both on and off site, on call, and during off hours to include working overtime on evenings, weekends, holidays, and on an emergency basis.

Qualifications

Candidates must demonstrate proof of meeting the Minimum Qualifications, that is, both the Experience and the Specialized Experience listed below. Minimum Qualifications Experience IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing project/program requirements. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth analysis and resolution of complex problems such as assessing customers' needs and tailoring information about products and/or services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally justifying decisions, conclusions, findings, and/or recommendations in a professional setting such as orally presenting project/program-related information to engage in open and constructive discussions and sharing of information. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve complex problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve project/program-level issues that impact the work and outcomes of an organization. AND Specialized Experience Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-12, in the Federal Service. Specialized experience is defined as both of the following: 1. Demonstrated independent experience performing testing activities within an Agile Software Development Lifecycle. - An experience indicator at this level includes performing the full range of testing activities as follows: creating well-structured test plans and test Use Cases; developing test scripts; documenting and tracking test results using tools such as Version One; and, performing end to end testing to include 508 compliance testing. 2. Demonstrated independent experience performing one or more systems analysis processes to meet IT system/business needs. - Experience indicators at this level may include at least one of the following: coordinating both user and application documentation for software update(s) and/or improvement(s); developing systems technical documents; requirements gathering and development of user stories, use cases, or system requirement specifications; or, researching and proposing recommendations regarding test automation tools and other emerging technologies. 3. Demonstrated experience maintaining a website that included editing, testing, and updating web pages.

Education may not be substituted for experience at this level.
