The Defense Counterintelligence and Security Agency (DCSA) Industrial Security Office is seeking a Supervisory Program Manager that ensures agency decisions, guidance, laws, regulations, and policies are met while supporting the program/project objectives. Duties
As a SUPERVISORY PROGRAM MANAGER you will be responsible for the following duties:
-Provides analysis and the design of applications in a wide range of IT management activities that include architecture integration, infrastructure planning and management and information security management.
-The incumbent aids in defining the project scope and requirements, assumes responsibility for the development, documentation, and maintenance of the Project Management Plans, Project Charters, Risk Management Plans, Schedules, etc. tailored to each specific project.
-Liaises and coordinates with key functional stakeholders involved with mission and enabling activities to further agency initiatives.
-Implements and maintains quality assurance processes to include, but not limited to, reviewing and/or facilitating the review of deliverables from contract personnel for accuracy and
effectiveness.
-Incumbent may serve as a COR and perform duties in accordance with responsibilities delegated from Contracting Officers including package development, financial tracking of invoices, closeout, audit support, and other COR related activities.
-Performs a wide range of action officer duties to include preparing sensitive correspondence and responses to outside evaluations, narrative justifications, and undertaking high profile special projects.
-Develops and proposes new policies and processes as a result of best practices, studies performed, and review of current operations.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience dealing with policies, laws, regulations, procedures, and directives from DoD, DCSA, other related security agencies, the Defense Acquisition University (DAU) and the Project Management Institute (PMI).

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
