Duties

The primary purpose of this position is: To serve as a program analyst, applying military aviator experience to analyze, develop, and evaluate issues, and develop recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations of planning, scenario development and execution of operational level warfare command and control exercises and experiments led by the 505th Combat Training Squadron (505CTS) for the purpose of training the Joint Force Air Component Commander (JFACC), and Commander Air Force Forces (COMAFFOR) staffs in the operational are of employing air, space and cyber power to dominate across the spectrum of conflict. Applying military rated aviation experience, analyzes, develops, and evaluates issues and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Using military rated aviation experience, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other stafff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

  • Must be able to obtain and maintain a TOP SECRET security clearance. A nondisclosure agreement must be signed.
  • Recent experience in the planning and execution of Air Force tactical and operational level training and exercise/experiments is highly desirable.
  • May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
  • Military aviation experience is critical to the successful performance of the work.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
  • This is a Drug Testing Designated Position. The employee will be subject to random drug testing and random polygraph testing.
  • The employee must be able to obtain and retain a US Government passport.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector) . Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, or similar operations; knowledge of the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations; and knowledge of the application of rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs is required. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in applying analytical methods and techniques to issues concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical plans and programs for conduction major operations such as war, mission and flying operations and flying training systems both manned and unmanned. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, methods of evaluation the effectiveness of planning actions related to actual events, and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the application of military aviator expertise as it apples to assigned programs and assigned weapons systems. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposal involve substantial resources, and require extensive changes in established concepts and procedures. Skill and experience with current Air Force exercise systems- Air Warfare Simulation (AWSIM) as well as Command and Control systems - Theater Battle Management Core Systems (TBMCS) to include ESTAT, WEBAD tools. Desired experience in the use of JADOCs, MIRC (or other collaborative tools used by and AOC) Skill in planning and executing various exercise mission specialties such as command and control/air defense, personnel recovery, intelligence surveillance and reconnaissance, weather, tanker/airlift, close air support/trike, information, and ground maneuver forces. AND/OR Experience managing links and nodes in an operational or tactical level exercise/experiment and coordinaing live-fly exercises such as Reed Flag is required. AND/OR recent experience in an operational AOC Operations and/or Plans division. Desired skill, Senior Offensive Duty Officer, deployed experince in operational AOC and experience in CENTAF AOR PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
