As a Supervisory Physical Security Specialist at the GS-0080-14 level, you will be part of the U.S. Office of Personnel Management (OPM), Facilities, Security & Emergency Management (FSEM), Security Services Division, Physical Security Branch. If selected, you will serve as the agency expert on state-of-the-art physical security equipment and devices in planning and implementing electronic protective methods and security procedures in the Theodore Roosevelt Federal Building and field offices.

Duties

Provides strategic planning, leadership, and direction to the work of the physical security branch through direct supervision of team members and timely reporting to the division director. Serves as the agency subject matter expert in conducting physical security risk assessments and implementing security countermeasures. Evaluates the effectiveness and performance of security equipment at all OPM sites including leading performance studies, writing specifications, and obtaining and evaluating procurement bids. Develops, implements, and tracks a classified information training program. Approves post orders outlining specific security requirements including protocols for the use of x-ray machines, magnetometers, intrusion detection systems, and closed-circuit television systems. Performs comprehensive security systems analysis and design activities including development of detailed functional requirements for new systems, applications, or software. Provides technical advice to executive level managers and regularly represents the agency in meetings and discussions with representatives of industry, interagency advisory committees, other Federal agencies, and various public organizations. Implements state-of-the-art technology, tools, and techniques to ensure that effective and high-quality systems are engineered, implemented, and sustained to meet customers' needs and expectations. Serves as contract officer representative (COR) for security focused contracts within the OPM enterprise.

For the GS 14: You must have one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the private or public sector) performing 3 of the 4 following tasks: 1) Developing physical security methods used for safeguarding information, property, personnel, operations, or materials; 2) Conducting analyses of a facility to ensure risk assessments and security measures are compliant with set guidelines; 3) Developing strategic or long-range plans for the acquisition of security equipment; and 4) Leading a security workforce to enhance physical security, information security, operations security, or security risk assessment programs.. (Note: Your resume must fully support this experience). Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
