This position is located in the Department of Homeland Security (DHS), Science & Technology Directorate (S&T).
The primary purpose of this position is interpreting and implementing of national standards for safeguarding NSI
(non SCI/SAP) and the application and compliance of those standards. Supervises a staff of security specialists and directs
and oversees the work of contractor security specialists.
Non-BU: This is a non-bargaining unit position.
Duties
As a Security Officer, GS-0080-15, your typical work assignments may include:
Managing the directorate-wide NSI security program (non-SCI and SAP). This program is designed to
ensure that National Security Information (classified) and sensitive but unclassified information are
properly safeguarded in accordance with executive orders, implementing directives, regulations, and
statutes.
Responsibility for all policy and operational procedures governing access and egress from any facility falling under the jurisdiction of the Directorate, including Secure Counterintelligence Facilities {SCIF).
Advising top level DHS officials and subject matter managers on developments and advances in programs
and policies for multiple security disciplines.
Serving as the authoritative source and subject matter expert on all matters relative to multiple security disciplines and issue guidance and assistance in the evaluation and analysis of security needs.
Directing the conduct of security surveys, inspections, and compliance reviews in accordance with applicable laws, regulations, Presidential Directives, Executive Orders, interagency directives, and DHS policies

Qualifications
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-15 grade level in the Federal government, performing duties such as:
1) Ensuring SSO maintains sufficient control and protection of national security information, electronic data and media and classification discussion; 2) Ensuring National Security Information is properly stored, discussed, packaged and transported in accordance with DHS SCI Facility; 3) Reviewing and assessing the reporting and disposition of security violation for all DHS SSO operation in accordance with applicable laws, regulations, Executive Orders, interagency directives, and DHS policies; 4) Reviewing all Special Access Program (SAP) and co-utilization agreements with DHS SCIFs to ensure adherence to all applicable DHS laws and regulations; 5) Providing leadership in serving as the DHS representative for all inter-agency, intra-agency and intergovernmental working groups, committees, and other governmental and industrial associations.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
