This position is located in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Security Center (SC), Division of Personnel Security and Suitability (DPSS). This position serves as the Director of DPSS and is responsible for personnel security policy and operations.
This position is Supervisory and outside the bargaining unit.
Duties
Major duties for this position include, but are not limited to:
Oversee personnel security work consisting of analyses, technical decisions and management advisory service functions.
Exercise technical and administrative supervision over the assigned staff and provide feedback and guidance to ensure goals are met.
Oversee the development and implementation of policies and procedures for the personnel security programs within the agency.
Review, evaluate and adjudicate reports of investigations, personnel files, and other records on background investigations.
Determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or to determine suitability/fitness.
Provide authoritative information and assistance by advising on personnel security policies; formulating and recommending personnel security investigative requirements; and advising on procedures for adverse determinations and employee rights.
Represent the organization in developing guidelines, procedures, and other materials for use by operating officials
Administer programs for continuous evaluation of personnel and awareness programs.
Initiate requests to DCSA for national agency checks or full field investigations and notify DCSA or the Federal Bureau of investigation to discontinue any investigations in which an employee separates.
Review and approve all requests for overseas travel authorizations and security clearances for employees, delegates, consultants and others.
Monitor and maintain the electronic and hard copy data and the use of such data in the oversight review for overall successful program management.
Ensure the security of all DPSS records related to personnel security management.
Prepare reports on financial, confidential disclosure, and status of all programs.
Establish and maintain tickler system to ensure reinvestigations are initiated in a timely manner.
Prepare memorandums, articles for publication and policy updates.
Perform other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Requires a probationary period if the requirement has not been met.
- Subject to pre-employment and random drug tests.
- Requires medical exam and must maintain physical requirements.
- Requires a supervisory probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Supervisory Personnel Security Specialist, as described below.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized Experience for this position is defined as:
Experience serving and successfully managing one or more facets of personnel security and suitability.
Experience serving as a technical expert for suitability, security and fitness background investigations and recommending personnel security investigative requirements.
Experience serving as a technical expert in Trusted Workforce, Continuous Vetting, Continuous Evaluation, and FBI Rap Back.
Experience providing authoritative information and assistance to management officials on personnel security policies and practices.
Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
This is a Drug Testing Position. This position requires a Top Secret Security Clearance with eligibility to Sensitive Compartmented Information (SCI)/Special Access Programs (SAP) Access.
